In realization of the huge potentials of information and communications technology (ICT) in education, governments have poured huge investments into developing their respective ICT in Education Plans and into bringing ICT equipment and various tools into schools. Alongside these infrastructure investments are teacher professional development programmes that look into equipping teachers with knowledge and skills on how to use ICT to support pedagogy appropriately and meaningfully in enhancing the learning experiences among students.

On top of necessary expertise in their subject matters, teachers have to understand how to guide their students in making judicious use of information from multiple sources, think critically, work and solve problems collaboratively. The challenge is how to enable teachers not only to overcome the technology barriers but also to empower them to integrate appropriate technology into the learning process.  Unfortunately, teacher training initiatives are often limited to disconnected, “one-time-only” workshops that lack follow-through activities to provide the teacher trainees with motivation, guidance, and models when they go back to their actual settings.   

With this in mind, UNESCO-Bangkok,  British Council-East Asia, and SK Telecom will be co-organizing the second run of the “Innovative ICT Practices in Teaching and Learning: A Regional Seminar” in Seoul, Republic of Korea on 9-11 October 2012.  It serves as the culminating activity of the three-year “Facilitating ICT-Pedagogy Integration Project” funded by Korean Funds-In-Trust that aims to create an enabling environment for student-centred use of ICT by building stronger partnerships among teacher education institutions (TEIs) and schools using project-based learning and telecollaboration. 

The Seminar aims to supplement knowledge and skills gained from past workshops by providing a platform for teachers, teacher educators, and school administrators to share and learn about the latest and innovative teaching and learning practices supported by ICT. It is hoped that it will also serve as a venue for the participants to build collaborative networks that carry on the discussions and partnerships initiated during the Seminar.  

Plenary speakers from various international organizations and areas of expertise will be invited to present relevant topical ICT in education programmes and projects that will have a substantial impact on teaching and learning. A number of participatory mini workshops will also be facilitated by ICT in Education key players in the region to showcase various approaches and methodologies that teachers can adopt / adapt in their classrooms. Teacher participants will also be invited to display and present the outputs of their innovative teaching and learning practices during the Exhibition and Poster Session. The Session, along with the “School Collaboration Corner” and school visits, will provide participants with opportunities to gather ideas on potential projects as well as to explore and develop potential collaborative projects towards building a community of innovative teaching practices. 

In conjunction with the Seminar, a Key Players’ Meeting will also be convened where UNESCO and partners will be able to share their programmes and activities in the area of ICT in Education.  The group will also leverage partnerships to provide the necessary support as well as develop new innovations to promote the quality of student learning.

Objectives 

The objectives of the Regional Seminar and Key Players’ Meeting are to: 

  • Update teachers and Teacher Education Institutions (TEIs) on the latest and innovative teaching and learning practices to enhance student development of 21st century skills; 

  • Provide teachers with a platform to showcase and exchange ideas and experiences on ICT-pedagogy integration and thus build communities of teaching practices; 

  • Facilitate dialogue among key players on the directions towards effective and innovative use of ICT in education. 

Expected Outcomes or Outputs: 

  • Exemplary projects/ cases of Innovative Practices in ICT in Teaching and Learning to promote 21st century skills

  • Community of Practice / Expanded Education Community 

  • New networks among participants, key players and partners 

Participants 

Participants will include representatives from TEIs identified by UNESCO, British Council-Thailand, SK Telecom, and other key players. 

  • UNESCO will invite 2 teachers and 1 teacher educator from each of the 12 TEIs who have been trained under the framework of the “Facilitating ICT-Pedagogy Integration” project. 

  • British Council will invite about 50 participants from their region, in addition to Korea and Japan. 

  • Key players may include SEAMEO-Innotech, Microsoft, Intel, Cisco, Oracle, IBM, Promethean, Nokia, Apple, VVOB, International Research and Exchanges (IREX Board), National Instruments, InfollutionZERO, Samsung, SK Telecom, EBS, UNESCO Bangkok and the British Council.  

  • Officers from Ministries of Education, Ministries of Information and Communication, private sectors and international organizations may also be invited. 

Targeted countries to join the Seminar include Bangladesh, China, Indonesia, Malaysia, Republic of Korea, Pakistan, Philippines, Thailand and Vietnam.

Speakers and workshop facilitators will be ICT in Education experts, managers, and practitioners from the region.
