The 2nd Consultation Meeting on Education for Myanmar and Thailand Children

Following the 1st Consultation Meeting on Education for Migrant, Ethnic Minority and Stateless Children on 17 and 18 November 2014 in Bangkok, UNESCO, UNICEF, Migrant Education Integration Initiatives (MEII), Save the Children, World Education and partners organized the 2nd Consultation Meeting on Education for Myanmar and Thailand Children on 2 and 3 December 2015 at the Dusit Thani Hotel, Bangkok, Thailand with the support from the Education Ministries of Myanmar and Thailand to (1) report about current situation and challenges in accessing education for migrant and displaced children, including those who return to Myanmar; and (2) initiate dialogue between high level officials of the Education Ministries of Myanmar and Thailand to discuss potential policy frameworks and future collaboration.

Expert Meeting on Device and Contents Development: Mobile Literacy for Out-of-School Children

Objective: Sharing experiences among experts to develop Mobile Literacy Solution for underprivileged children (designing mobile device and contents/applications including Mobile Math and Flashcards for basic literacy and numeracy skills).
Regional Consultation Meeting on Flexible Learning Strategies for Out of School Children in Thailand

Despite progress towards achieving Universal Primary Education, a fraction of school-aged children in Thailand do not have access to formal schooling due to various barriers which can include poverty, immigration status or remoteness of the school, among others. The Education for All (EFA) Global Monitoring Report estimated that approximately 570,000 school-aged children in Thailand are not attending school or are attending late.
Strategic Partner Meeting on Flexible Learning Strategies to Reach Out-of-School Children in Asia and the Pacific

Despite the commitment to providing basic education in developing countries and the substantial strides made towards achieving universal primary education, data show that progress towards providing Education for All has stalled in the past decade. Globally, as many as 57.2 million children were not enrolled in primary and secondary schooling, and as many as 18 million children remained out of school in the Asia-Pacific region (UIS, 2011).
National Consultation in East Timor
A one-day National Consultation Meeting on Flexible Learning Strategies for Primary School-Aged Children and Youths in Timor-Leste was held at Salão Delta Nova (Comoro, Dili, Timor-Leste) on 10 September 2013. Approximately 100 participants attended the National Consultation Meeting. They are key officials from the Ministry of Education, specifically from the National Directorates for Pre-school, Basic Education and Recurrent (non-formal) Education, together with international/local NGO partners working in education sector, civil society organizations and field staff of the Ministry of Education. Cases of flexible learning strategies in Asia were introduced to and discussed by meeting participants. Participants explored how best East Timor could utilize flexible learning strategies for out of school children in the country.
Regional Meeting on Alternative Learning/Schooling Programmes for Primary Education to Reach the Unreached
7-9 November 2012, Bangkok, Thailand
UNESCO Asia and Pacific Regional Bureau for Education (UNESCO Bangkok), in cooperation with UNICEF Regional Office for South Asia (ROSA) and UNICEF East Asia and Pacific Regional Office (EAPRO), holds a regional meeting on alternative learning/schooling programmes for primary education. The meeting is taking place in Bangkok from 7-9 November 2012. The overall aim of this meeting is to develop momentum for creating, promoting and raising awareness about primary level alternative learning/schooling programmes that are officially accredited by the government and are flexible and effective in offering school-age children a (second) chance of education so that they can learn, graduate and see their right to education fulfilled.
Mobile Teachers Programme (Primary Equivalency Programme) in Lao PDR
APPEAL has been supporting the Department of Non-Formal Education (DNFE) under the Ministry of Education and Sports of Lao People’s Democratic Republic in developing a primary EP though mobile teachers since May 2010. The project is directed at providing educational services for the unreached in Lao PDR, the 6% of children who are estimated never to attend school. Along with UNESCO, DNFE has developed a primary EP curriculum and teaching/learning materials, and trained 16 mater trainers at the central, provincial and district level, 58 mobile teachers and 102 village teaching assistants. Classroom teaching started in 40 villages of Savannakhet province in December 2011. By the end of 2012, the programme will be expanded to 282 villages in three provinces, and additional 24 master trainers, 90 mobile teachers and 180 teaching assistants will be trained.

Lower Secondary Equivalency Programme in Lao PDR
Technical support is provided to the DNFE, Lao PDR in order to strengthen Non-Formal Education(NFE) mechanisms and programmes to provide quality education for all, particularly unreached in order to achieve national Education For All (EFA) and Millennium Development Goals (MDG). Under the project, DNFE has received capacity building for finalizing CLC guidelines and draft NFE policies and strategies. A curriculum of lower-secondary EP was developed and around 60 NFE teachers are trained on the new curriculum.

Equivalency Programme Development in Bangladesh and Nepal
APPEAL implemented a project to further strengthen the existing Community Learning Centres (CLCs) in selected countries in the Asia-Pacific region. In Bangladesh and Nepal, activities are undertaken to develop a national Equivalency Program (EP) framework. While Bangladesh finalized a framework, Nepal piloted an EP for minority children.
Regional Workshop on Equivalency Programme
A workshop was held with 30 participants from 10 countries in Asia and Pacific in September 2010. Successful cases of equivalency programmes in Thailand and Indonesia were mainly presented and the quality assurances of the programme and delivery mechanism were discussed. The Workshop aimed to provide countries in the Asia-Pacific region with a platform for sharing knowledge and lessons on EP, as part of an overall effort to accelerate progress towards achieving the EFA goals.
