Education Policy Matters!

September 2015 | Issue 44 | UNESCO Bangkok

As the 2030 Agenda for Sustainable Development was adopted this month with an education goal strongly focused on the quality of education, we focus on the use of learning assessment for education policymaking. A highlight in this regard was the workshop to build country capacity in conducting analysis of assessment data so as to identify enablers of learning and inform policy. We highlight the experience of Malaysia in particular, while also sharing a new policy brief on the topic. » Making Best Use of Assessment to Improve Learning
Though education systems of the region may be increasingly rife with data on student performance, the results of learning assessments are grossly underutilized. To address this, UNESCO Bangkok is building country capacity to better analyze assessment data to inform policy.

» Views from Malaysia: Assessments, Data and Policy-Making
Dr. Zabani bin Darus, Ministry of Education Malaysia, shares his experiences on learning assessments, data analysis and evidence-based policy making in Malaysia at the recent Capacity Development Workshop held in Bangkok on 14-18 September.

» New Policy Brief on Using Assessments to Inform Policy
A new policy brief written jointly by the Australian Council for Educational Research (ACER) and UNESCO Bangkok, entitled “Using large-scale assessments of students’ learning to inform education policy: Insights from the Asia-Pacific region”, has just been published.

» Regional Meeting: "Quality Assurance of Certification in TVET" 
A regional meeting on "Quality Assurance of Certification in Technical and Vocational Education and Training" will be held on 9-10 October 2015 in Bangkok for stakeholders involved in developing national quality assurance systems to share country experiences.

» Rethinking Education through Imagining Future Scenarios
Over 30 community-based learning and non-formal education practitioners from countries across Asia and the Pacific participated in a Futures Literacy Knowledge Laboratory (KnowLab) in order to rethink education towards a sustainable future.

» UN adopts new Global Sustainable Development Goals
On 25 September 2015, the 193 Members of the United Nations General Assembly officially adopted the 2030 Agenda for Sustainable Development to transform the world by eradicating poverty, fighting inequality and tackling climate change over the next 15 years.

» Public-private Partnership in Education Personnel Development
With support from the J.P. Morgan Chase Foundation and strong commitment of the Thai Ministry of Education, the UNESCO-IIEP Distance Training Programme on Education Sector Planning was translated into Thai and adapted for training of Thai trainers.
