Management
Due to the complex nature of secondary education given its diverse functions, structures and programmes compared to that of the primary level, the management of the secondary education provision requires thoughtful planning and management—including the discussion of stakeholder engagement, financing, human resources and institutions. Particular challenges for some countries in the region include institutional capacity at all levels to plan, implement, and monitor and evaluate secondary education programmes from sector-wide and cross-sector perspectives.
