Quality
Extending access to secondary education is not the only important consideration for countries, the quality of education is an increasing concern for most governments. In fact, “improving all aspects of the quality of education and ensuring excellence of all so that recognized and measurable learning outcomes are achieved by all” is an explicit Education for All (EFA) goal. Asia-Pacific is diverse, and thus comes different learning systems, outcomes and challenges. There are important enabling factors and policy options that countries need consider for improving the quality of learning in light of their context and development goals, such as those relating to: teacher policies, curriculum, instructional materials, technology, assessment and quality assurance systems.
