Keynote Speaker: Yuri Rubin

Yuri RubinYuri Rubin is Rector of Moscow University for Industry and Finance “Synergy”. He obtained PhD in 1981. In 1991, he was awarded Doctor of Economics degree upon defending the dissertation “Specific features of Monopolism in Soviet Economics”. Relying on theoretic research he initiated numerous projects in antitrust economic regulation, innovative entrepreneurship, and investment management in market economy. In 1993, Professor Rubin was awarded the academic status of Professor. Yuri Rubin participated in development of state standards in higher education of the Russian Federation in the following education areas: computer science, operation research and crisis management. He also participated in elaborating “The Russian Federation Employment Law” and “The Russian Federation Antitrust Law”. He has been the Board member of the European Foundation for Quality in e-learning (EFQUEL) since 2010. Prof. Rubin is author of more than 200 scientific publications on competitiveness and quality assurance, especially quality assurance of e-learning.
