The Communication and Information Sector commonly identified as UNESCO’s Major programme V supports and promotes freedom of expression and access to information and knowledge both offline and online, as the inalienable human right of every citizen. The Sector functions under the premise that freedom of expression and access to information and knowledge are a means to contributing to peace and sustainable development which are essential for the development of understanding amongst cultures, fostering inclusion, tolerance and cooperation between societies.

Its strategic objectives are to support the development of an environment that encourages free and independent media and encourage governments to develop relevant media environments that provide safety to journalists in the execution of their occupations. Through the International Programme for the Development of Communication, grassroots media projects around the world are able to secure support. The Sector empowers Member States to bridge the digital divide and address issues of accessibility by supporting the development of policy frameworks on universal access to information, ICTs and open solutions, and encourages Member States to implement national policies relating to the Recommendation concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace.

Major programme V contributes to building knowledge societies, including through the implementation of the outcomes and decisions of the World Summit on the Information Society (WSIS), and by strengthening the outreach of its priority areas particularly in the African Continent. The programme mainstreams gender equality within actions related to its mandate. Click here for more.
