Cooperation with international, regional and subregional organizations
The Counter-Terrorism Committee (CTC) and its Executive Directorate (CTED) are actively engaged in developing closer ties with international, regional and subregional organizations, which play an important role in assisting States with the implementation of resolution 1373 (2001).
Since 2003, the Committee has held five special meetings with these bodies to discuss closer cooperation and other issues. Experts from various organizations also take part in the country visits conducted by CTED on behalf of the Committee, and they play a key role in ensuring follow-up to the conclusions and recommendations of the mission.
The Committee’s first special meeting was held on 6 March 2003 with the participation of 57 organizations. It was agreed that international organizations would share information on codes, standards and best practices in their areas of competence and that regional and subregional organizations would develop mechanisms to facilitate assistance and cooperation between neighbouring countries.
In the context of this cooperation, each organization would focus on what it does best, avoiding duplication of effort and waste of resources and pursuing its own mandate and initiatives with greater urgency, while regional and subregional organizations would ensure that counter-terrorism was given a high priority by the Governments of their member countries within the framework of resolution 1373 (2001).
Three subsequent follow-up meetings have been held around the world: The Organization of American States (OAS) and its Inter-American Committee Against Terrorism (CICTE) hosted the second special meeting in October 2003 in Washington, D.C.; the United Nations Office on Drugs and Crime (UNODC) and the Organization for Security and Co-operation in Europe (OSCE) co-hosted the third special meeting in March 2004 in Vienna; and the Commonwealth of Independent States (CIS) organized the fourth special meeting in January 2005 in Almaty, Kazakhstan.
The fifth special meeting was held in October 2007 in Nairobi, Kenya, and dealt specifically with the theme, "Prevention of Terrorist Movement and Effective Border Security."
The meeting was co-organized with the International Civil Aviation Organization (ICAO), the International Criminal Police Organization (INTERPOL), the International Maritime Organization (IMO), the United Nations High Commissioner for Refugees (UNHCR) and the World Customs Organization (WCO).
