Fortalecimiento de capacidades

El fortalecimiento de capacidades toma la forma de capacitación, asistencia técnica, orientación y preparación a través de proyectos adaptados a las necesidades específicas de los países beneficiarios, con el objetivo de atender las necesidades más urgentes, tales como: 

  • la revisión de las políticas y la legislación;
  • el fortalecimiento de los sistemas institucionales de la gobernanza de la cultura; y 
  • la mejora de las competencias profesionales y las capacidades necesarias para la aparición de sectores de las industrias creativas y culturales dinámicas. 

A largo plazo, el objetivo es lograr transformaciones positivas en los sistemas de gobernanza que puedan beneficiar a los sectores culturales y creativos mediante la mejora de las competencias de los actores gubernamentales y no gubernamentales a través de programas de capacitación y asistencia técnica.

Programmes for the implementation of the Convention aim at strengthening the capacities of Parties – particularly developing countries – to design policies, measures and programmes that have a direct impact on the creation, production, distribution and enjoyment of a diversity of cultural expressions.  In the long term, the objective is to bring about positive transformations in the systems of governance that can benefit the cultural and creative sectors.

The experts are familiar with the UNESCO tools andtraining materials, which they adapt to local contexts and use to deliver training and capacity-building services at the country level.

An Expert Facility specialized in the fields of cultural policy, governance, as well as cultural and creative industries, was established in 2011 with the support of the European Union. It was expanded in 2015 to include new areas, such as cultural statistics and indicators; trade; digitization; media diversity; status of the artist and freedom of artistic expression; preferential treatment and mobility. 

Publications

UNESCO is developing training materials for facilitators and implementing capacity- buildingprogrammes, building on a dynamic network of trained experts to deliver capacity-development services in countries around the world. Otherpublications on programmes and activities are also available.
