Hazardous Waste Management

This course gives participants the opportunity to gain knowledge about current practices and state-of-the-art developments as well as the organizational and legislative framework to prevent and handle hazardous waste. HWM2016 consists of three phases, the heart is formed by the physical presence phase in Delft, the Netherlands, the start-up and completion phase are online.

This course is designed for young, mid-career professionals in engineering, management as well as for Hazardous Waste Management practicing professionals.

Learning objectives

Upon completion, the participant should be able to:

  1. relay the importance of the role of the Basel and related conventions in limiting the transportation of hazardous waste and, thus, in protecting destination countries against the illegal dumping thereof;
  2. assess the toxicological characteristics of the different types of hazardous wastes generated and/or imported into her/his country, bring together capacity for the development of a strategy for the neutralization of the wastes, and convince key decision makers that the developed strategy is feasible under local conditions;
  3. propose solution approaches for the reduction of the generation of hazardous waste in the local industrial setting;
  4. be able to conceptually develop options for the safe handling of hazardous waste;
  5. analyze national legislation on hazardous waste management, compare this with hazardous waste legislation in example countries, identify where national legislation is insufficient to deal with national hazardous waste issues, and develop a legislation improvement pathway.

The Hazardous Waste Management course 2016 (HWM2016), jointly organized by UNESCO-IHE, TUB, ISWA, UNEP and UNIDO, aims at educating & training practitioners and scholars, students and those with interests in specific elements of the subject matter of Hazardous Waste Management. The course seeks to employ modern didactical tools and methods to enable trans-disciplinary problem solving skills. Tools include in-class teaching, excursions, discussions, preparation of video presentations of own case study, online discussions, presentations, preparation of special topics, webinars, etc.

Pre-course communication

Communication with the participants starts the moment course registration and payment procedures have been completed. In addition to the regular submission of academic transcripts, motivation, etc., an important registration requirement is the submission of a thorough description of a (local) case studies prepared on the provided template. Upon approval, this case study provides the applicant’s “red thread” through the course.

Upon final acceptance to the course, the participant receives a "welcome to the HWM course" e-mail with instructions and course access information. The HWM2016 will formally start on September 1, 2016 with a video meeting.

Three phase course

HWM2016 consists of three phases. The heart is formed by the physical presence phase in Delft, The Netherlands. Participants prepare for this in the starting up phase and finalize the course in the completion phase.  

Online starting up (September 1 through September 30, 2016): Using UNESCO-IHE’s Ecampus learning platform, the course participant is to carry out and submit three starting up tasks related to

  1. the National legislation on HWM in her/his country;
  2. quantification & qualification of the nationally generated & imported/exported HW;
  3. further development of her/his HW case study on the basis of suggestions from mentors.

Physical presence (October 3 through October 14, 2016): The participant

  1. spends 2 weeks in Delft on topics such as Generation & Prevention of HW, Basel Convention, Logistics, handling and technology of HW;
  2. is involved in excursions; and
  3. integrates the acquired knowledge by i.a. developing video materials on the case studies, a publication on the same, preparing materials to sensitize the population, etc.

Online completion (November 1 - November 26, 2016): Focus in this phase is on

  1. finalizing the case study in such a way that the end result allows distribution (eg. Through Youtube) of the hazardous waste case and the approaches to solving the case
  2. working out a special – own-interest - topic (topic, approach, expected end result and evaluation thereof previously agreed upon with one of the experts);

The applicant should reserve a minimum of 30 study hours for the online starting up phase and a minimum of 40 hours for the online completion phase.

Additional information

Additional to the general registration to the HWM course, the applicant is requested to submit the description of an own Hazardous Waste case which is to be used as a learning and resolution focus during the course as well as an applicant selection criterion.
