The overall objective of this research is to develop a low-cost methodology for the active promotion of access of drinking water and sanitation services by the poor, and thus contribute to the achievement of the Millennium Development Goals and specifically targets 10 and 11 that aim to halve the proportion of people without access to these services between 2000 and 2015. This overall objective will be achieved by the following specific objectives: 1) The identification of a method to characterize the poor in need of improved drinking water and sanitation services in a given sub-national geographical area; 2) The identification of a limited number of indicators that measure the readiness of the water operator to provide services to the poor. 3) The identification of a comprehensive set of incentives that may be defined by the water operator and/or the supervisory bodies to oblige or encourage increased access to services by the poor; 4) The documentation of best practices. These documents are expected to describe and demonstrate cases where an integrated approach has been successful in realizing improved access to improved water and sanitation services by the poor.
