The programme with MRC is designed in three phases. The first two phases - Pilot Phase 1 in 2009 and Phase 2 in 2010 and 2011 - consisted of trainings at the regional level. These two phases allowed for a gradual development of high-quality, tested and updated, curriculum, and the gradual strengthening of capacity and involvement of knowledge institutes and Regional Training Specialists. Phase 3 was the implementation at national levels led by the Regional Training Specialists and included a limited implementation of (part of) the curriculum at national levels based on experiences in Phases 1 and 2.
