Carlos Martinez Cano

Biography

Carlos Martinez Cano is a Civil Engineer with consultancy and research experience in urban water projects. He has an MSc from UNESCO-IHE in Hydroinformatics. He works as researcher at Cinara Institute, Faculty of Engineering, University of Valle in Cali, Colombia. He has participated in international research projects under the Sixth Framework Programme "SWITCH Managing water for the City of the future" and in the cooperation agreement project "Operational Flood Forecasting Warning and Response for Multi-Scale Flood risks in Developing Cities (FORESEE)”under the Univalle and UNESCO-IHE alliance. He also worked in the capacity-building project "Water Resources Planning through Climate Change" under the Stockholm Environment Institute-US Center and Univalle agreement. Participation in national projects in Colombia includes among others "Integrated water resources management in the rio La Vieja Catchment implementing decision support tools" . Teaching activities at Cinara Institute involve mathematical modelling in the planning and management of water resources. He currently works towards a PhD degree from UNESCO-IHE and Delft University of Technology in the topic of "Adaptation strategies for flood control in urban areas".

RESEARCH SUMMARY

ADAPTATION STRATEGIES FOR FLOOD CONTROL IN URBAN AREAS

In future years, economic development, urbanisation and heavy rainfall events are expected in urban areas. A major change in approaches to the management of flooding is now on-going in many countries worldwide. It has long been recognized that risk is a central consideration in providing appropriate flood protection and decision making under uncertainty. Adaptation enhances the ability to cope with flooding and to recover from flooding. Therefore, adaptation measures around the world are in process to be improved. In this process, the requirement is to take advantage of the available data and knowledge to approach adaptive measures in urban drainage systems. As a step forward, the idea to find an optimal-adaptive measure which provides flexibility is being recognized as a promising area of investigation. The main objective of this research is to contribute to decision making on adaptation strategies to flood control in urban drainage by exploring alternative principles of designing and modelling.
