The Consolidated Sanctions List includes all individuals and entities subject to sanctions measures imposed by the Security Council. The inclusion of all names on one Consolidated Sanctions List is to facilitate the implementation of the measures, and neither implies that all names are listed under one regime, nor that the criteria for listing specific names are the same. For each instance where the Security Council has decided to impose sanctions in response to a threat, a Security Council Committee manages the sanctions regime. Each sanctions committee established by the United Nations Security Council therefore publishes the names of individuals and entities listed in relation to that committee as well as information concerning the specific measures that apply to each listed name.

The current version of the Consolidated Sanctions List is provided in .xml, .html and .pdf formats. Member States are obliged to implement the measures specific to each listed name as specified on the websites of the related sanctions committee.

Actions in 2016

30/06/2016	On 1 August 2016, the Secretariat will be phasing out an older version of the database that generates the UN Security Council sanctions lists. The lists will continue to be produced in XML, PDF and HTML and in all six official languages of the United Nations. The XML versions will remain unchanged, with the exception of the removal of the following file location information at the start of every entry: xsi:noNamespaceSchemaLocation="https://www.un.org/sc/resources/sc-sanctions.xsd"> This information will only appear once at the top of the XML file.
30/06/2016	On 28 December 2015, at the same time as all United Nations Security Council (UN SC) sanctions lists were made available in the six official languages, the Secretariat commenced the automatic generation of the lists in the five languages of the United Nations. The English versions of the lists were not amended. On 1 August 2016, in line with the phasing out of the above-mentioned older version of the database, the Secretariat will commence the automatic generation of the English versions of the lists. This will mean that lists will be automatically pulled from the sanctions list database application and uploaded to the websites of each relevant Committee once every day. As a result, the information “updated on” will no longer be relevant in the English versions of the lists and will be replaced by the information “generated on”. An explanation of the term “generated on” has also been provided on individual sanctions lists. Information concerning the last date of substantive update and the number of entries on the lists will continue to be made available on the sanctions materials web page of the relevant Committee. 30/06/2016	On 1 August 2016, the Secretariat will be updating its web pages to include versions of United Nations Security Council sanctions lists that will appear by permanent reference numbers of the listed names. The lists in alphabetical order will continue to be maintained on the websites.
30/06/2016	On 1 August 2016, the naming structures for all sanctions lists of the United Nations Security Council will be further harmonized. The modified naming structures will make reference to the relevant resolution(s) concerning the application of the measures. Accordingly, references to the Committees maintaining the list will be removed: for example, instead of the naming structure, “The List established and maintained by the XXX Committee” the naming structure will be: “The List established and maintained pursuant to resolution XXX”.
30/06/2016	On 1 August 2016, the Secretariat will make available a search function to enable end-users to better access information on United Nations Security Council sanctions lists. All feedback from end-users on the search function should be sent to sc-sanctionslists@un.org.

28/12/2015	On 28 December 2015, the Secretariat made all United Nations Security Council (UN SC) sanctions lists available in the six official languages of the United Nations. For technical reasons to facilitate implementation, the XML versions of the lists are currently being provided only in English. The English XML version of the lists has remained exactly the same.
14/10/2015	New website for the Security Council Subsidiary Organs launched. All old links in former site, including links to sanctions list pages, were changed to newer links. Composition of the List

The Consolidated List consists of two sections, specified below:

Individuals (629 individuals)
Entities and other groups (395 entities)

Individuals are listed alphabetically by their names as it appears in Latin script. Entities are also arranged in alphabetical order. Narrative summaries of reasons for listing, where available, can also be found on the respective Committees’ webpage. Members States are strongly encouraged, wherever possible, to submit to the concerned Committee, through their Permanent Missions to the United Nations in New York, any relevant information not currently included on the Sanctions Lists.

The Consolidated Sanctions List maintained on this website was last updated on 3 August 2016, and supersedes all previous versions. A press release is issued after all changes to the respective sanctions list and is posted in the "Press releases" section of the concerned Committee.

Identifiers and acronyms in the list

The Consolidated Sanctions List has several identifying fields. Where information is lacking, the letters "na" (not available) denote that the Committee has not yet been able to obtain it. Explanations of the fields are provided below.

Individuals

Permanent reference number: indicate which sanctions regime concerns respective names, for example, permanent reference numbers starting with “QD” refer to the Al-Qaida Sanctions regime whereas permanent reference numbers starting with CF refer to names listed under the Security Council sanctions regime concerning the Central African Republic. For countries, the letters are chosen based on the 2 digit country ISO codes. The following letter “i” refers to individuals and “e” to entities (kindly see the table below).

Name 1, Name 2, Name 3, Name 4: Four separate name fields have been provided in order to accommodate the full range of naming conventions used in all cultures.
In many instances, individuals included in the List are represented by less than four names. There are several possible reasons for this, such as: a) information regarding some parts of the complete name is unavailable; or b) the naming convention used for that individual does not employ all four components.
Name (original script): Name as it would appear in the original script (e.g. Arabic, Cyrillic, Farsi/Dari, etc.)
Title: Honorary, professional, religious or other title (current or last held).
Designation: Official title/position/occupation.
DOB: Date of birth, including alternative date(s) of birth.
POB: Place of birth, including alternative place(s) of birth.
Good quality a.k.a.: Alias(es) (also known as) sufficient for a positive identification. Note that names in this field are not separated as Name 1, 2, 3, 4 but are listed as full names.
Low quality a.k.a.: Alias(es) (also known as) probably insufficient alone for a positive identification.
Nationality: previous or current nationality or citizenship.
Passport no.: Passport, travel or substitute/auxiliary document number(s).
National identification no.: such as ID card numbers, Social Security numbers, Fiscal Code or Tax Identification numbers
Address: permanent, temporary or previous residence(s) or address(es) for correspondence.
Listed on: date on which the Sanctions Committee placed the individual on its Sanctions List and of any amendments it made regarding the listed individual.
Other information: Supplementary information relevant to identification of the individual.
