Technical Cooperation Group on the Indicators for SDG 4-Education 2030

The UNESCO Institute for Statistics (UIS) and UNESCO Education Sector’s Division of Education 2030 Support and Coordination (UNESCO ED/ESC) are convening a group of experts from governments, multilateral agencies and civil society groups to support the implementation of the new indicator framework that will be used to track progress towards the Sustainable Development Goal for education (SDG 4).

The Education 2030 Framework for Action presents 43 proposed indicators, including the 11 global monitoring indicators that will be adopted by the UN General Assembly in September 2016. The thematic indicator set is designed to track overall progress towards SDG 4 while also focusing on specific issues related to the targets. Additionally, countries and regions can use the indicators to set their own targets in relation to their priorities.

The Technical Cooperation Group (TCG) will ensure coordination among all stakeholders to produce the data required to monitor SDG 4-Education 2030 and support the implementation of standards for international comparability. It will also ensure that the indicator framework is used as a benchmark to assess whether countries are equipped to face new statistical demands.

The TCG builds on the work of the Technical Advisory Group on post-2015 education indicators (TAG), which developed the framework based on global consultations. The group will work closely with experts from countries in all regions, key international organizations involved in education data and civil society organizations.

Given its mandate to produce the data needed to track SDG4-Education 2030, the UIS serves as the Secretariat for the TCG. The Institute works on a daily basis with national and regional statistical offices and education ministries around the world, giving it a unique perspective on the challenges of producing cross-nationally comparable data.

The TCG is currently focussed on assessing the proposed indicators based on their level of coverage and methodological development with the aim of producing a final set of thematic indicators and an effective implementation strategy by the end of 2016.
