Context and Objectives:
A UIS diagnostic study conducted in 2006 highlighted a number of weaknesses in Angola’s educational data production chain. In particular, there is fragmented data collection and different divisions of the Ministry of Education (MOE) use different procedures to collect their own data according to different procedures. In addition, data capture and related strategies are limited in scope while data processing is handled manually with very little capacity for data analysis.
Within the framework of the Primary Education project of the Government of Angola (PAEP) and with the financial support of the European Commission, the UIS has been asked to support the Ministry in the development of an education management information system (EMIS) as a sub-component of the PAEP in seven provinces.
Main activities:
The UIS works in close collaboration with the national steering committee to:
- Prepare a sector-wide EMIS master plan as well as an operational plan for EMIS implementation for primary and secondary education in seven pilot provinces.
- Prepare training materials on EMIS and the use of education statistics for diverse project participants.
- Undertake a “train the trainer” programme on the completion of national questionnaires as well as the calculation, interpretation and use of education indicators for policymaking in the pilot provinces. The aim is to reach education planners, supervisors, municipal and communal education staff, school headmasters, teachers and in-service institutions.
- Adapt UIS software on EMIS design and implementation to meet national requirements.
- Assist MOE in identifying information needs to improve data collection and production as well as the use of statistics for planning purposes.
- Advise MOE on how to organize a rapid data assessment.
