Technical Cooperation Group on the Indicators for SDG4 - Education 2030

Group to support the implementation of the new indicator framework on education

The UNESCO Institute for Statistics (UIS) and UNESCO Education Sector’s Division of Education 2030 Support and Coordination (UNESCO ED/ESC) has convened a group of experts from governments, multilateral agencies and civil society groups to support the implementation of global and thematic indicators to monitor the Sustainable Development Goal for education (SDG 4).

The Technical Cooperation Group (TCG) held its first meeting in Washington, D.C., 12-13 May, at the World Bank.

There are 43 thematic indicators included as a proposal in the Education 2030 Framework for Action, covering a wide range of issues that must be addressed to achieve the new global education goal. The thematic indicators include the 11 global indicators to monitor the SDG 4, which will be adopted by the UN General Assembly in September 2016. Countries may use all indicators to develop their own targets in relation to their specific national priorities.

To support the implementation of the framework, the TCG will ensure coordination among all stakeholders to produce the data required for monitoring SDG 4, and support the implementation of standards for international comparability. It will also promote that the framework is used as a benchmark to assess whether countries are equipped to face new statistics demands.

The TCG builds on the work of the Technical Advisory Group on post-2015 education indicators (TAG), which developed the new indicator framework following global consultations conducted by the UIS and in collaboration with some Member States.

At its first meeting, the TCG discussed the proposed framework and the initial steps of the implementation strategy, which will focus on assessing the indicators based on their level of coverage and methodological development with the goals of producing a final set of thematic indicators and an efficient implementation proposal by the end of 2016.

In keeping with its mandate to develop cross-nationally comparable indicators for the SDG4-Education 2030 agenda, the UIS has offered to serve as the Secretariat for the TCG. The UIS works on a daily basis with national and regional statistical offices and education ministries around the world, giving it a unique perspective on the challenges of producing cross-nationally comparable data.
