Workshop on Freedom of Expression in Cyberspace: Internet Filtering and Censorship

Based on UNESCO's consistent efforts in advocating free flow of information and freedom of expression in cyberspace, this workshop, which was proposed on the agenda of the Third Meeting of the Internet Governance Forum, explored the latest challenges to openness and freedom of expression on the Internet and identified the implications of governmental and other Internet content regulation particularly by direct implementation of filtering and content censorship.
The workshop also seeked to develop strategies and methods to minimize repressive forms of content regulation, and examined how countries with different notions of legal and illegal content could reconcile these differences in a way that maximizes the freedom and value of the Internet.
