Subsidiary Organs Proposed but Not Established

This section provides information on subsidiary organs that were formally proposed but were not established, usually due to a failure to win sufficient support for adoption of a resolution. Information is provided on the decision-making process, discussion in the Council and any related documents, such as reports or draft resolutions. In earlier volumes, these were divided between proposed missions based in the field, and those that were based at Headquarters in New York.
