The UIS launches consultation with UNESCO Member States on monitoring learning outcomes post-2015
The international community has committed to ensuring “lifelong learning for all” with the passage of Sustainable Development Goal 4. But to transform this promise into action, governments and donors will need robust data to monitor and improve the learning outcomes of citizens everywhere
To this end, the UIS is working with partners to develop the technical guidance, methodologies and statistical information that will be needed to monitor and improve learning outcomes.
To guide this work, the UIS is consulting with a wide range of stakeholders, including Member States and civil society organizations, to gain insight on the most feasible approach to regularly track learning outcomes globally. The consultation process will lay the foundations for wider efforts to establish the next steps of setting a monitoring framework in the area of learning outcomes.
Specifically, the consultation is designed to:
1. Mobilise all stakeholders to reach a global consensus on the need for a shared approach to monitor learning globally;
2. Engage relevant actors at the political and technical levels in a consultative and transparent manner to ensure maximum impact;
3. Gain a better understanding of the scope of assessments globally and the different stakeholders at the country-level;
4. Provide an opportunity for Member States to voice their priorities in tracking learning outcomes, especially in terms of the measurement domains and education stages; and
5. Understand the types of support required to help countries maximise benefits when monitoring progress towards national and international education targets.
The consultation will provide valuable insight on the development of a mechanism that countries can use to assess and benchmark their performance internationally, which includes monitoring national goals in the area of learning outcomes.
In addition, the consultation will provide national feedback to inform the on-going work of the Extended Technical Advisory Group (ETAG) on the Post-2015 Education Indicators, chaired by the UIS.
The group, which is composed of experts from the EFA Global Monitoring Report, the OECD, UNESCO, UNICEF, the World Bank, and a selected number of Member States and civil society representatives, has already conducted open consultations on the global education goal and related targets.
The Toward Education 2030 Consultation will run until 30 November 2015 in the form of an online survey.
