The objectives of this project were: To enhance the training facilities at the Faculty of Journalism at the Yerevan State University through the provision of modern equipment; To develop training programmes and to consolidate study exchanges between the University and the other educational institutions and training organizations overseas.

A UNESCO inter-sectorial mission to Albania took place in January 1998, following which a project was prepared and submitted to the Bureau of the International Programme for the Development of Communication (IPDC) in October 1998. The project, aimed at strengthening the National Television (TVSH) and the Albanian News Agency (ATA), was approved and an amount of US$ 65,000 was assigned to it in summer 1999. In November 1999, the French Government allocated additional funds to the project (FF200,000). These funds were released in May 2000.

The basic aim of the project was to improve the quality of training in various areas of journalism at the Journalism Faculty of the State University of Baku. This involved restructuring the study programme and providing up-to-date material for the radio and television school, together with print media desktop publishing (DTP) equipment.
The purpose of this project was to make available modern production equipment to programme-making staff of National Television of Armenia (NTA) and to organize hands-on training for the operating staff. The intention was thus to enable NTA to produce programmes to international standards and to allow for the exchange of television productions with other countries.
