Ms Daniela Bas is the Director of the Division of Social Policy and Development, Department of Economic and Social Affairs, UN DESA. Ms Bas has most recently served as Senior Consultant designated by the Italian Ministry of Foreign Affairs as expert on human rights to Institutes that operate internationally. She has also provided her expertise on anti-discrimination issues at the Presidency of the Council of Ministers.

Lord Colin Mackenzie Low, Baron Low of Dalston, is a Member of the House of Lords, the Parliament of the United Kingdom and a Vice-Chairperson of the Royal National Institute of Blind People (RNIB) and a President of the European Blind Union. Low was appointed a Commander of the Order of the British Empire (CBE) for services to the RNIB and disabled peoples' rights. He was a professor at Leeds University before moving to London as Director of the Disability Resource Team. Then Lord Low served as a senior research fellow at City University, researching theories of disability.
Mr Clayton Lewis is Professor of Computer Science and Fellow of the Institute of Cognitive Science at the University of Colorado. Mr Lewis is well known for his research on evaluation methods in user interface design: the thinking aloud method and the cognitive walkthrough. He has also contributed to cognitive assistive technology, to programming language design, to educational technology, and to cognitive theory in causal attribution and learning.
Dr Chalapathy Neti is a Director of Education Transformation, leading IBM Global Research to define and develop information technology innovations to transform education to a more personalized, outcome-based and low-cost system. Dr Neti has more than 25 years of advanced experience and has authored over 50 scientific publications and 16 patents in various fields related to bio-medical informatics, medical imaging, speech and video analysis, Computational Neuroscience and VLSI Design. He is a member of the IBM Academy of Technology.
Ms Chafica Abou Khaled Haddad is the Deputy Permanent Delegate of Grenada to UNESCO and since 2000, as representative of Grenada, has played key roles in UNESCO’s international standard setting activities, chairing or serving in various intergovernmental forums and commissions in the fields of communication and information, culture and sports. Prior to her diplomatic career she was the Director of the Centre for “Action and Information for Development and International Understanding” and the Vice-Chair of the World Federation of UNESCO Clubs, Centres and Associations (WFUCA).
Ms Cecile Guidote-Alvarez is the Director of the Earthsavers Dream Ensemble and UNESCO Artist for Peace. She is also a founder of the Philippine Educational Theater Association (PETA), a pioneering theater group that honed creative artists and audiences through children’s, college, and community theater.
Mr Basheerhamad Shadrach is Coordinator for Asia, Alliance for Affordable Internet. In the In this capacity, Mr Shadrach is helping to build coalitions of private, public and civil society organizations to advance the shared aim of affordable access to both mobile and fixed-line Internet in Asia. Shadrach has managed ICT4D programmes in over thirty nations around the world, and brings with him nearly three decades of experience in the field. Until recently, Shadrach served as the Global CEO of the Telecentre.org Foundation.
Ms Barnali Roy Choudhury is a Librarian of A J C Bose college, Kolkata. She is also acting as convenor of Open Access India Community. Her area of interests are Open Access, Open Source Software, Content Management Software, Web- enabled Community Information Systems and Services, Library Management software, Open Educational Resources and e-Learning. She is trying to create more awareness on open access to publicly funded research in India as well as in the world.
Ms Barbora Bukovská is the Senior Director for Law and Policy at Article 19. She leads on the development of all ARTICLE 19 policies and provides legal oversight and support to legal work across the organization.
