Amr Abdellatif Aboulatta and Counter-Terrorism Committee Executive Directorate Executive Director Jean-Paul Laborde took part in the XVth anniversary Meeting of heads of special services, hosted by the Russian Federal Security Service in St. Petersburg on 27 and 28 July 2016. It was attended by over 300 delegates from 64 countries and international organizations—the United Nations, the Shanghai Cooperation Organization (SCO), the Commonwealth of Independent States (CIS), and the European Union.
27 July 2016	CTED continues its cooperation with Club de Madrid in countering violent extremism New On 20 July 2016, Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED), Jean-Paul Laborde, met with Laura Chinchilla Miranda, Former President of Costa Rica and currently representative of Club de Madrid. The purpose of the Club de Madrid is to assist countries with critical elements of their democratic transition or consolidation, and counts among its members over 90 distinguished former Heads of State or Government of democratic nations.

30 June 2016	CTED joins side event on national CVE/PVE action planning The Counter-Terrorism Committee Executive Directorate (CTED) took part in a panel discussion on "National Action Planning on Preventing and Countering Violent Extremism: Mechanisms and lessons Learned", held on 30 June at United Nations Headquarters. The event was organized on the margins of the General Assembly Review of the United Nations Global Counter-Terrorism Strategy. It was sponsored by the Permanent Missions of Kenya, the Netherlands and Nigeria and co-organized by the International Centre for Counter-Terrorism – The Hague (ICCT), the Global Center for Cooperative Security and the Organization for Security and Co-operation in Europe (OSCE).

Civil aviation remains a target for terrorist attacks and can be exploited by terrorists, including foreign terrorist fighters (FTF), for their travels.
9 June 2016	First in a series of regional briefings, Counter-Terrorism Committee invites States affected by the foreign terrorist fighter phenomenon On 9 June 2016, the Counter-Terrorism Committee of the Security Council organized an informal briefing on foreign terrorist fighters (FTF), inviting States either in or neighbouring conflict zones in the Middle East which are among the most affected by the phenomenon.

24 May 2016	CTED conducts comprehensive assessment visit to Kazakhstan On behalf of the Security Council Counter-Terrorism Committee, CTED conducted a five-day assessment visit to the Republic of Kazakhstan from 16 to 20 May 2016 to discuss Kazakhstan's implementation of certain aspects of Security Council resolutions 1373 (2001), 1624 (2005), and 2178 (2014) in relation to legal matters, international cooperation, terrorism financing, law enforcement, and border management. The discussions also focused on Kazakhstan's technical assistance needs.

16 October 2015	ASEAN police in high-level observation visit to the Southeast European Law Enforcement Center On 7-8 October 2015, the Security Council Counter-Terrorism Committee Executive Directorate (CTED) brought representatives of the police forces from the Association of Southeast Asian Nations (ASEAN) to the Southeast European Law Enforcement Center (SELEC) in Bucharest. The aim was for participants to learn about operational practices in the investigation of transnational crime, as well as administrative arrangements in running a regional organization. The Secretariat of ASEANAPOL, the platform for all ASEAN Police Forces, also participated in the visit.

10 September 2015	Ten years on, Security Council resolution 1624 on incitement to terrorism more relevant than ever The Security Council, meeting at the level of Heads of State and Government in September 2005, adopted resolution 1624, which addresses the threat posed by incitement to commit terrorist acts. With the threat evolving and increasing, including through terrorist groups such as Da'esh using the Internet and social media, the resolution and the issue are even more relevant today. On 14 September 2015, exactly one decade after the resolution was adopted, Member States, UN entities, civil society representatives, and experts met to highlight the anniversary and take stock of achievements made and challenges that remain in preventing and countering incitement.

Mariano Rajoy Brey, on 28 July 2015. Thanking Spain for hosting the meeting, United Nations Secretary-General Ban Ki-moon in a video message stressed that the growing spread of violent extremism "demands urgent international attention."

30 June 2015	CTED supportive of the development of national strategies and action plans to counter violent extremism As a follow-up to the Washington Summit on Countering Violent Extremism in February, a Central and South Asia Regional Conference on Countering Violent Extremism was held in Astana, Kazakhstan, 29-30 June 2015. Attended by Ministers and high-ranking Government officials from nine States in the region, the conference also had participation from United Nations entities, international and regional organisations, and civil society.

15 June 2015	Europol and CTED affirm closer partnership to address the foreign terrorist fighter threat On 11 June 2015, experts from the European Police Office (Europol) and the Counter-Terrorism Committee Executive Directorate (CTED) met in New York to discuss the next phase of cooperation. In light of emerging terrorist threats and challenges, both teams affirmed their eagerness and readiness to bring their cooperation closer in order to increase deliverables, in particular in the areas of addressing the foreign terrorist fighter phenomenon, preventing the use of the Internet for terrorist purposes, effective border control, and enhancing capacity-building of Member States.
15 June 2015	Open briefing of the Security Council Counter-Terrorism Committee established pursuant to resolution 1373 (2001) concerning "The use of advance passenger information (API) to stem the flow of foreign terrorist fighters" As part of its effort to stem the flow of foreign terrorist fighters, the Security Council adopted resolution 2178 (2014), which calls on all Member States to require that airlines operating in their territories provide advance passenger information (API) to the appropriate national authorities in order to detect the travel of individuals designated by the "Al-Qaida Sanctions Committee." Senior officials of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA) will participate in an open briefing by the Counter-Terrorism Committee to highlight key gaps in Member States' use of advance passenger information (API), and discuss recommendations to expand its use.
4 June 2015	Chair of the Counter-Terrorism Committee and CTED in dialogue with Member States of the Central Asian region On 4 June 2015, the Chair of the Security Council Counter-Terrorism Committee, H.E. Ambassador Raimonda Murmokaité, convened a meeting together with its Executive Directorate within the framework of the Committee's dialogue with Member States of the Central Asian region on their implementation of Security Council resolutions 1373 (2001), 1624 (2005), and 2178 (2014). Representatives of Angola and the Russian Federation in their capacity as Chairs of the Sub-Committees to which the Central Asian countries belong also attended, as did CTED Executive Director Jean-Paul Laborde and experts, and representatives of the Counter-Terrorism Implementation Task Force (CTITF) and the Department of Political Affairs (DPA).

29 May 2015	Counter-Terrorism Committee visit to Italy focuses on foreign terrorist fighter threat, law enforcement and border control challenges The Counter-Terrorism Committee (CTC) on 22 May 2015 concluded a three-day focussed assessment visit to Italy. The visit, conducted on the Committee's behalf by its Executive Directorate (CTED), focused on legal and operational aspects of Italy's implementation of Security Council resolutions 1373 (2001), 1624 (2005) and 2178 (2014).
15 May 2015	Counter-Terrorism Committee concludes follow-up assessment visit to the Sultanate of Oman On behalf of the Counter-Terrorism Committee (CTC), its Executive Directorate (CTED) concluded a three-day follow-up assessment visit to Sultanate of Oman on 12 May 2015. The delegation discussed with Government authorities their implementation of different aspects of provisions of Security Council resolutions 1373 (2001), 1624 (2005), and 2178 (2014) relating to legal matters, international cooperation, financial law and practice, law enforcement, and border management.

28 April 2015	Collaboration between New York University and the Counter-Terrorism Committee Executive Directorate to counter terrorists exploiting ICT raises strategic questions On Friday 24 April 2015, New York University's School of Professional Studies/Center for Global Affairs together with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) hosted a workshop on Collaboration to counter terrorists exploiting information and communication technologies (ICT). Recalling the recent attack against TV5 which led to a shutdown of its 11 channels, all social media accounts, and its website, CTED Executive Director Jean-Paul Laborde pointed out that ICT can be used for both legitimate and malicious purposes.

27 March 2015	South Asia: Working towards international cooperation in terrorism prevention In order to strengthen counter-terrorism efforts at the national and regional levels, the United Nations Office on Drugs and Crime (UNODC), the Government of Nepal, and the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) in March 2015 organised a workshop for South Asian countries on 'Strengthening International Cooperation in Criminal Matters with a Focus on Terrorism Cases' in Kathmandu, Nepal. Bringing together high-level policy-makers and criminal justice experts and officials from all eight SAARC countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka) and beyond, the workshop provided an opportunity for the sharing of experiences in the area of international and regional cooperation in criminal matters. Experts from INTERPOL and the Commonwealth Secretariat presented their respective cooperation mechanisms, including case work and live examples. Each national delegation provided the workshop participants with information on their existing national legislative frameworks and mechanisms for international cooperation with a particular focus on mutual legal assistance and extradition. While acknowledging the need for such formal mechanisms, workshop participants also underlined the importance of establishing and using ways of informal cooperation.

10 FEBRUARY 2014	UNOCA and CTED cooperate on security issues in Central Africa The United Nations Regional Office in Central Africa (UNOCA) and CTED, among other entities, organized a workshop entitled "Police and Security". The event was held from 28 to 30 January in Libreville, Gabon, within the framework of the development of an integrated strategy to fight against terrorism and the proliferation of arms in Central Africa, and ended with the adoption of a series of practical measures to deal with the scourge.

3 August 2012	Behind resolution 1624, a call for prevention The Security Council has adopted more than 2,000 resolutions since 1946, the first on the Military Staff Committee and number 2,000 of July 2011 on the situation in Côte d'Ivoire. During its history, the 15-member body has discussed many issues related to international peace and security. Terrorism has been on the agenda for decades. Before and after the 2001 attacks on the United States, Council members have negotiated key resolutions dealing with this threat. Numbers 1373 and 1624 are two of the more recent ones.

16 May 2012	Combating terrorism and the use of fraudulent travel documents With most States now issuing machine-readable travel documents (MRTDs) to their citizens, these documents have become a global standard in preventing fraud and identity theft. Close to 100 States go a step further and issue electronic passports.

09 DEC 2011	Incitement to commit terrorist acts and violent extremism, the focus of regional workshop in East Africa Over recent years, incitement to commit terrorist acts, extremism and radicalization leading to violence have emerged as issues of serious concern to the international community. "The advocacy of extremist views poses a real danger to communities around the world," said Mike Smith, head of the Counter-Terrorism Committee Executive Directorate (CTED), at a regional workshop on incitement and violent extremism held in Nairobi last week.

5 DEC 2011	Preventing the illicit flow of money to fund terrorism Terrorists and organized criminal groups have turned to informal methods to move money across international borders in an attempt to circumvent anti-money-laundering and counter-financing of terrorism controls in the formal financial sector. One such method is to employ couriers to carry large sums of cash or monetary instruments (some of which may be the proceeds of serious criminal offences) across borders, thus avoiding audit trails and other detection methods employed by the formal financial sector. In many cases, the funds are used to support terrorist activities.
