New technologies

UNESCO recognizes the importance of integrating new technologies into literacy and adult learning and education (ALE) and promotes the development of digital skills. As the demand for digital skills acquisition and development is constantly growing, the UNESCO Institute for Lifelong Learning (UIL) sees the incorporation of information and communications technology (ICT) into adult learning and education as crucial for sustainable development. For ICT to have a substantial impact on ALE, policy and strategy design must be aligned with sustainable development plans. Community and multi-stakeholder engagement is also essential.

Through policy advice, research, capacity development, advocacy and networking, UIL offers insights into specific issues and challenges associated with the application of ICT in ALE. UIL supports UNESCO Member States in exploring the benefits of ICT in ALE, and in expanding access to and participation in mobile technology in different contexts around the world.

One of the most recent projects is entitled ‘The Impact of Distance Education on Adult Learning’ (IDEAL). Funded by the European Commission’s Lifelong Learning Programme, this collaborative research between UIL, the International Council for Open and Distance Education (ICDE) and Study Portals (SP) focuses on European countries. The two-year project was completed in late 2015. The final report, Closing the Gap: Opportunities for Distance Education to Benefit Adult Learners in Higher Education, sets out the findings of the project as well as recommendations for policymakers and distance education providers.
