Empowerment of Tongans in a Transitional Political Era through Capacity Building for TBC Staff

The Kingdom of Tonga is one of the few remaining monarchies in the world. The country is currently undergoing a period of radical change in the switch from a constitutional monarchy to a parliamentary system with elected representatives. This will greatly affect the way in which the Tongan society is governed, and media can play an important role in helping society to navigate through this crucial transition period. It is therefore essential to train media staff in order to facilitate this supportive role. The Tongan Broadcasting Corporation (TBC) is the national broadcaster in the Kingdom of Tonga, dominating the media scene and reaching out to a large proportion of the population. This project will conduct capacity building training workshops for 15 TBC staff in order to build their understanding of the new system of governance, empower them to train peers, and produce twenty-four 30-minute programmes for radio and TV that inform and engage the public on issues around the political shift. In achieving its goal, the project will facilitate pluralistic and democratic media discourse, thus contributing towards a peaceful transition towards the new governmental system. OBJECTIVE To contribute to the media's facilitative role within the transition period to Tonga's new system of governance by conducting capacity building training for TBC staff in order to improve their understanding of the political changes, empower them to train peers, and produce a series of TV and radio programmes that inform and engage the public on issues surrounding the move.

The Tonga Broadcasting Commission (TBC) was established in 1961 as a Government Ministry receiving an annual budget. In 1975, it became a Statutory Board and ceased receiving its regular budgetary allocation from the Government. Today,TBC relies on profits from its TV & radio advertising sales and from its retail radio shop outlet located in Vava'u. It operates as a state-owned enterprise under the Tonga Broadcasting Commission Act, the Communications Act and the Public Enterprises Act.
