ITINERANT TRAINING FOR JOURNALISTIC AND TECHNICAL TEAMS FROM RED TV

The following project is the development of initiatives carried out by TV Cultura in previous years to seek a new way of producing television in Peru, which we call Citizen Television (Televisión Ciudadana), that promotes democratic values and encourages the participation of people in the debate and search for solutions to their problems. The concrete results of TV Cultura's efforts over the past 8 years with local channels have been the constitution of the National Association of Local Television Channels RED TV. It is a national network that represents local television channels seeking to integrate and democratise television in the country, promoting the participation and critical opinion of the public within the framework of a free and competitive television market with equal opportunities. As of the second semester of 2007 and thanks to an agreement on the part of the Red TV Assembly, Enlace Nacional will be produced and broadcast by 32 local channels. This quantitative leap requires broad training support for the journalistic and technical teams in the new participating channels. Up until now, the training has been organised so that participants leave their work place and travel to Lima for a 3-day course. In the Enlace Nacional expansion phase, we propose implementing an itinerant training model in which the trainers travel and join the production team in each channel and accompany the news programme production, incorporating what is necessary for the production of Enlace Nacional. This mechanism will not only have an impact in our programme but on the entire informative structure of the channel, which will benefit from the interaction between the itinerant trainers and the local technical and journalistic personnel. The immediate objective of the project is to design an itinerant training system for journalists and technicians from Enlace Nacional for 15 journalist teams trained to produce items for the local news programme and for Enlace Nacional. The development objective of this project is to produce a news programme with information coming from across the country that prioritises information about the decentralisation process in the area, relating it to the national level. The itinerant training will make it possible to strengthen the skills of the press teams and improve their journalistic and technical skills.

TV Cultura is a Peruvian association of social communicators created in 1986 to contribute to strengthening national identity, the democratisation of communication and the creation of alternative communication. It does so through audiovisual production, the development of new media and the exploration and appropriation of new technologies. Since 1999, it has been carrying out sustained work for the development of local television with a Citizen Television perspective. In 2005, it created that National Association of Local Television Channels Red TV. TV Cultura is the main force behind Red TV, an institution with which it co-implements Enlace Nacional. Besides, the Enlace Nacional Support Centre is based in TV Cultura, which guarantees the implementation of the project.
