Empower 40 journalists (gender parity respected) with skills and know‐how in journalism techniques specific to the electoral process so that they are capable of providing the Chadian population with reliable information on electoral campaigns, while adhering to the code of ethics of their profession.
During a crucial time of change in Chad's legal and local governmental structure, the Haut Conseil de la Communication (HCC) has highlighted the need to strengthen the capacities of public and private media to provide participatory support during elections. With the recent introduction of laws authorizing the publication of partial results and the broadcasting of commentaries on electoral processes, the responsibility of the media to ensure transparency and credibility is even more pertinent. Unfortunately however, the HCC's role as the media regulatory body in Chad is limited, due to a...
Since being established in the year 2000, the University of N'Djamena has trained 105 students in the fields of Journalism, Organizational Communication, Human Resource Management, and Cultural Activities. At present however, its capacity to deliver quality journalism education is severely limited by a lack of space and equipment. The country's Minister for Communications has stated that the training of journalists is of crucial importance, and is therefore personally committed to tackling the problems identified by the recent evaluation mission to Chad, carried out by ESSTIC. This project...
Media pluralism is a recent phenomenon in Chad, so much so that, as is often the case in countries in which pluralism of expression is embraced against a backdrop of poverty, the professional challenges are multiple. Today, however, the Chadian media can be viewed as a vanguard in pluralism of expression. Nevertheless, Chadian journalists are threatened and arrested in the exercise of their profession, and the media landscape is characterized by a lack of training among journalists, in writing for radio for production techniques, and among first-level maintenance technicians, as well as a...
On account of material losses and interruptions in publication during periods of combat, the newspaper will not be able to extend its IT hardware resources, train its regional correspondents in new technologies, or provide refresher training for its editorial team, as it had planned to do this year. The journalists have to take turns on two computers--not counting the machine used for preparing layouts--to write up their articles, the other 5 being out of order. The newspaper runs the risk of having to outsource all of its pre-press work to the printery. And thus the printery, which...
Media pluralism is a recent phenomenon in Chad. So much so in fact, that, as is often the case in countries in which pluralism of expression is embraced against a backdrop of poverty, the professional challenges are multiple. Today, the Chadian press can be considered as the spearhead of pluralism of expression. The government's efforts in this area are far from negligible, a fact borne out by the ever increasing number of newspapers and journalist associations in Chad. However, the fact that each association has its own interpretation of the various statutory texts poses a problem. This...
Today, the Chadian press can be considered as the spearhead of pluralism of expression. For this reason, a project which aims to professionalize and organize the Chadian media could not come at a better time. The establishment of a Press House in Chad is totally in keeping with the desire not only to improve the level of professionalism among journalists, but also to contribute to promoting greater cohesion and dynamism among press organs and professional organisations. The idea of setting up a Press House has been put forward in a number of resolutions and recommendations arising out of...
Established in October 1989, N'Djamena Hebdo is the first independent general information newspaper to appear in Chad, alongside a private, catholic magazine. The newspaper regularly suffered threats and censorship but was never deterred from its goal of providing a credible public information tool. This perseverance was rewarded by a growing readership. After starting off as a monthly, the N'Djamena Hebdo newspaper became a weekly in 1993 and since October 2000, has progressed to twice-weekly publication. The newspaper has long held ambitions of becoming a tri-weekly or even a daily paper...
