Implementation training on Visual Inspection for defining the Safety Upgrading Strategies in Indonesia

Guest Speakers and Student Participants for the Training, 3 August 2016

UNESCO Office Jakarta in collaboration with SPRINT (Safety and Protection Intersectoral) Laboratory of Department of Engineering and Architecture of University of Udine with Earth Science and Geo-hazard Risk Reduction of UNESCO Headquarter Paris implemented a Training of School Safety Inspection for VISUS Adaptation in Indonesia in Ambon on 3 to 9 August 2016. This activity is supported by Global Facility for Disaster Risk Reduction (GFDRR) and UK Aid through the Challenge Fund Project known as “VISUS (Visual Inspection for defining the Safety Upgrading Strategies) Adaptation in Indonesia through Application Development and Integration to INASAFE”.

A close coordination was done in the planning and implementation of VISUS in Indonesia under coordination and strong support from the Directorate for Special Education and Education Special Service (PK & PLK) of Ministry of Education and Cultural. There were thirty participants comprise of:  2 teachers and 8 students from  Class of Vocational School of SMKN 4 Ambon, 2 lecturers and 8 students from Civil Engineering Department of Faculty of Technic of University of Pattimura, and 2 lecturers and 8 students from Civil Engineering Major of Ambon National Polytechnic. Adding to this number, 8 national and local government representatives will be invited to join the training as observers, including: 1 staff from National Disaster Management Agency (BNPB), 1 staff Ministry of Education and Cultural (Kemdikbud), 1 staff from Ministry of Public Work (Kemen PU), 1 staff from National Commission Indonesia for UNESCO (KNIU), 1 staff from Ambon City Disaster Management Office, 1 staff from Molucca Province Education Office, 1 staff from Ambon City Education Office, and 1 staff from Central Molucca Education Office presented as observers for the event.

Mr Ardito Kodijat, National Program Officer for Disaster Risk Reduction and Tsunami Information Unit (DRR TIU) welcomed the participants and explained briefly about the background of VISUS Adaptation in Indonesia that has been started since 2014 and piloted in Bandung and Pangandaran in 2015. He then introduced the participants to two international VISUS and School Safety experts that assisted and facilitated the training, which were Professor Stefano Grimaz from the SPRINT Lab and Mr Jair Torres from UNESCO HQ Paris. The training was then opened by the Assistant II for Economic, Development, and Social Welfare of Ambon City Mayor, Mr M. Novel Masuku that delivered the opening speech on behalf of the Ambon Mayor City. In his speech he emphasized on the importance of mainstreaming DRR into development and involvement of communities and schools in disaster risk reduction. Later 2 presentation that focused on Disaster Risk in Ambon City, and School Safety Program and Policy were delivered by Mr Enrico Matitaputty, Head of Ambon City BPBD, and Mr Faisal Khalid from PK & PLK of MoEC.In overall, the objective of this training is to introduce VISUS Methodology and provide technical skills to conduct VISUS Assessment. The activity covers:

  • Coordination with related stakeholders in the context of school safety disaster at national and local level, including with MoEC, Ministry of Public Works and Human Settlement (PUPR), National Disaster Management Agency (BNPB) and local authorities.
  • Adaaption of VISUS through development of guideline and handbook for VISUS Implementation in Indonesia
  • Development and testing of VISUS Application 
  • VISUS Training for teachers and students 
  • Field survey assessment in 100 schools in Ambon City and Central Molucca District.
