Capacity building project (CapEFA) of teacher training structures in Mali

The project “Capacity building of teacher training structures in Mali” (CapEFA Mali), initiated in 2010 is a reinforcement of the institutions, structures and actors in charge of teachers training. This project contributes to the larger program of capacity buliding in an attempt to guarantee the goals of achieving Education for All (CapEFA).

The main goal of this project is to accelerate the process of creating quality programs for pre-service and in-service teacher training in order to achieve the goal of Education for All (EFA).

A national team was designated by the Ministry of National Education and is composed of responsible and technicians of different structures in charge of pre and in-service teacher training in the formal, informal, technical and vocational education; constituting the core team of the project. This core team is reinforced with the support of UNESCO experts (Bamako office, BREDA, IICBA, IIEP, UIL), in collaboration with experts at the national, sub regional and international levels that largely contribute to the debates and the work within the group.

Activities

A dynamique and participative approach was adopted, with a focal point at the Ministry of national education and a team of teacher training specialists. Workshops at the national and sub-regional levels allow technical exchanges and the development of training tools. Sequences of thematic focus group works interspersed between workshops and intensive training sessions, in order to enrich the contributions and improve the working tools and different products developed within the framework of the project.

The different stages of the project:

  • Stage 1: Engaging stakeholders (2010)
  • Stage 2: Needs and capacity assessment (2010-2012)
  • Stage 3: Formulation of a capacity building plan (2012-2013)
  • Stage 4: Capacity building activities (2014-2015)

The principal activities from 2010 to 2015 are:

  • Development of a capacity building plan
  • Workshops for exchanging experiences on policies and practices related to teacher training (subregional)
  • Preparation of technical specifications and training modules· Development of thematic training modules
  • Thematic training for capacity building of teacher training institutes, directors of pedagogical centers and educational advisers
  • Production of a holistic study on teachers in Mali
  • Production of a reflective document on the stages of creation and implementation of a university institute for teacher trainings
  • Creation and update of teacher trainings databases

About UNESCO’s CapEFA programme

The project appreciates the technical, conceptual, and financial support from Nordic countries (Denmark, Finland, Norway, Sweden), as well as Switzerland, UNICEF office in Bamako, and from the UNESCO Education for All capacity building program (CapEFA) in Paris, the Regional Bureau for Education in Africa (BREDA), the Malian national commission for UNESCO, and UNESCO’s specialized institutes: International Institute for Capacity Building in Africa (IICBA), International Institute for Education Planning (IIEP), and UNESCO’s Institute for Lifelong Learning (UIL).
