Capacity building project (CapEFA) on teachers in Niger and Burkina Faso
UNESCO Dakar is coordinating a capacity-building project (CapEFA) on teachers in Niger and Burkina Faso. The $650 000 per country project was launched in November 2012 and is scheduled to run until the end of 2013.
Its main purpose is to develop and enhance institutional capacities concerning teachers training and professional development. This involves three goals:
- developing institutional capacities through new policies concerning the curricular and training of teachers;
- developing organizational capacities through improved management of teacher training institutions both centrally and locally;
- carrying out diagnosis of the needs for capacity development for improved management of teacher training.
Activities
The focus during the first phase of the programme is to put in place governance structures that include relevant stakeholders and establish processes to ensure implementation, evaluation and monitoring.
Several thematic groups have been set up and focus on the following areas:
- curricular reform,
- teachers’ training and professional development,
- evaluation and planning,
- communication,
- gender and sciences, mathematics, technology (SMT) (only in Niger – see news article)
These thematic groups have in themselves a capacity-building function as they create linkages and exchanges between stakeholders.
The current activities include:
- development of specific tools to collect field information;
- establishment of governance’s instances;
- preparation of a work plan for CapEFA’s implementation in both countries;
- assessment of capacity development’s needs and an analysis of what currently exist;
- creation of a communication plan.
About UNESCO’s CapEFA programme
The two CapEFA projects in Burkina Faso and Niger are part of UNESCO’s Capacity Development for Education for All (CapEFA) programme which seeks to improve countries’ capacities in order to achieve EFA goals by 2015.
The programme was launched in 2003 and supports countries’s efforts to achieve Education for All. This is an extra-budgetary funding programme financed by pooled funds from the governments of Denmark, Finland, Norway, Sweden and Switzerland. UNESCO contributes with technical expertise through staff.
