Developing coherent policies and plans is essential to reach concrete and sustainable changes in the educational systems and accomplishing the objectives of quality education for all in Latin America and the Caribbean. UNESCO helps countries in the building of solid and pertinent educational policies, as well as their management to ensure effective application.

In this area, the work of OREALC/UNESCO Santiago is based on the promotion of quality assurance systems, with the role of comprehensively analysing the quality and equality of educational systems using instruments, indicators, evaluations and measurements that help determine the particular situation of each country, supporting improvement processes in those countries which require it the most and adopting specific requirements. At the same time, the Regional Bureau adopts and promotes innovations and best practices, and works towards the development of skills in order to make educational policy decisions based on empirical evidences.
