Djibouti joined UNESCO on August 31, 1989. The country is covered by the Organization's Office in Addis Ababa, Ethiopia. UNESCO worked with the Government of Djibouti to put into place an action plan for education for the 2001-2005 period.

As part of this initiative, UNESCO helped to set up an extra-budgetary project to support reform of the country's educational system.

Djibouti is one of the 35 countries implementing the UNESCO Literacy Initiative for Empowerment (LIFE), a 10-year initiative aimed at achieving the goals of the United Nations Literacy Decade (2003-2012).
