UN Reform at Country Level

The main objective of UN Reform is to support its Member State’s development, by optimizing the system’s development work to achieve Internationally Agreed Development Goals and in response to national development priorities.

As member of the UN system, and in order to guarantee that Member States can benefit from the widest spectrum of sectoral expertise available in the system, UNESCO has been an engaged and active player in UN reform efforts at all levels.

In late 2006 a High-Level Panel for UN System-Wide Coherence delivered a report which contained a number of recommendations. Subsequent to that, in early 2007 the UN Secretary General launched the “Delivering as One” pilot experience, by which eight countries would test a number of new modalities of joint programming, coordination and implementation at the country level. The Delivering as One agenda developed from the original “Four Ones”(One Programme, One Leader, One Budgetary Framework and One Office/One set of Common Administrative Procedures).

The lessons learnt from this pilot experience fed the debate on system-wide coherence and in most cases were incorporated to the guidance provided to the UN system by its Member States, most notably through the 2007 UN General Assembly Triennial Comprehensive Policy Review on Operational Activites of the UN system, the TCPR resolution. At the country level, they have become part and parcel of the UNDAF and other common country programming processes.

While the country level remains the main level of delivery for the UN system development efforts, the regional level is developing its capacities as the first stop shop for United Nations Country Teams for backstopping, support and quality assurance. UNESCO is an active member of the Regional UNDG Teams.
