About the CapEFA Programme

Mission

As the lead agency for EFA, the Organization places capacity development at the heart of its operational action at the country level, particularly through its Capacity Development for Education for All (CapEFA) Programme.

The CapEFA Programme was created in 2003 with the objective of translating the dialogue and advocacy work done at the international level on Education for All (EFA) into concrete action in support of countries furthest away from achieving the six EFA goals by 2015.

With an exclusive capacity development focus, the CapEFA Programme works with national authorities to enhance capacities at different  levels – central, provincial and local – to improve the quality of education and increase learning opportunities. The Programme puts special emphasis on gender issues and  through inclusive policies, gender sensitive curricula and learning materials, as well as by promoting the empowerment of girls and women through specific activities targeting these groups.

The Programme also puts special emphasis on harmonizing interventions of different development partners by creating a comprehensive and participatory environment for discussions, priority setting and implementation of activities in its four thematic areas of intervention.
