VI Jornadas de Cooperación Educativa con Iberoamerica sobre educación especial e inclusión educativa. Estrategias para el desarrollo de escuelas y aulas inclusivas

This book contains the key presentations and conclusions made at the Sixth Session for Education Cooperation with Ibero-America on Special Education and Inclusion in Education, organised by the Spanish Ministry of Education and the Regional Bureau of Education for Latin America and the Caribbean (OREALC/UNESCO Santiago).

The meeting was held between 5 and 9 October 2009 in Antigua, Guatemala, and was supported by the Training Centre of the Spanish Agency for International Development Cooperation (AECID), which is based in the city.

The symposium was part of an initiative launched in 2004 with the First Session and the creation, at that event, of the Ibero-American Intergovernmental Technical Cooperation Network for the Education of People with Special Educational Needs (RIINEE).

RIINEE members include ministers and secretaries of education from Ibero-American countries, through their departments or directorates for special education and attention to diversity. The Sessions are targeted at representatives of these departments and directorates, whether or not they are members of RIINEE.

The central theme of this publication relates to strategies for the development of inclusive schools and classrooms, which was the key topic of the Sixth Session. Progress towards inclusion in our education systems requires more than knowledge of where we wish to get – we must know how to get there. Strategies allowing the development of practices and cultures of inclusivity in the school include universal learning designs, socio-emotional development and the creation of positive environments, and cooperative learning as discussed during the event.

This document allows the reader to go beyond the meeting, since it includes the conclusions and commitments reached at the Sixth Session at the disposal of a broader public. OREALC/UNESCO Santiago and the Spanish Ministry of Education invite those who read this document to join in the construction of more inclusive education systems and fairer societies.
