Recognition of Qualifications of Migrants
In a globalized world with increasing migration flows, the recognition of migrants’ diplomas and academic qualifications has become a key component of the proper management of human mobility.
 
UNESCO has developed seven regional or interregional conventions around the world in Africa, in the Arab States, in Asia and the Pacific, in Latin America and the Caribbean, in Europe (2 conventions) and in the Mediterranean region. These UNESCO conventions promote the recognition of academic qualifications for academic purposes (e.g. to continue studies in a different institution). The conventions also recognize a ‘de facto’ and ‘de jure’ role of a diploma for professional purposes (e.g. to get a job). Each Convention is overseen by a secretariat.

African States:

Europe Region:

    This convention encourages the recognition of academic qualifications issued by the competent authorities of the other Contracting States for academic purposes and also to ease the access to the labor market (Article VI.3).

  • Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in the States belonging to the Europe Region (1979)

    This convention encourages the recognition of academic qualifications issued by the competent authorities of the other Contracting States for academic purposes (article 1.a) and for professional purposes (Article I.b).

Latin America and the Caribbean:
