Call for applications: MDI Consultant Roster

UNESCO is seeking to build a roster of experienced, senior-level, bilingual Arabic-English experts with significant research experience for possible consultancies related to Media Development Indicator (MDI) Assessments in the Arab region.

Up to six individuals will be sponsored to participate in a UNESCO MDI Training, to be held in the region in March or April 2014. Upon satisfactory completion of the training, and additional demonstrated capacity to carry out an assessment, these individuals will have the opportunity to be included in the UNESCO MDI Roster.

The competitive selection is open to interested candidates with a minimum level of experience (see below). Applicants who do not submit the required materials, or who do not meet the minimum qualifications, may not be considered.

Minimum standards for consideration include:

  • a Master degree or higher in a relevant field of study;
  • at least 5 years of demonstrated research and analysis experience;
  • at least 10 years of media development/press freedom experience;
  • previous publications;
  • excellent knowledge of international legal standards and best practices related to media;
  • excellent English and Arabic skills;
  • excellent analytical and writing skills;
  • ability and availability to work as a consultant for UNESCO, including registration in the consultant database.

Additional assets:

  • experience in survey design and data collection;
  • experience conducting training, preferably in Arabic;
  • experience in project management.

Background

UNESCO’s Media Development Indicators and the associated Journalists’ Safety Indicators, provide a robust analytical tool for assessing the media landscape of a given country. In general UNESCO prefers to partner with local institutions to conduct these assessments, but has faced challenges pursuing this approach in the Arab region due to a paucity of local consultants from the region with both the expertise and experience as well as the familiarity with the MDIs to conduct such intensive research as is required. Such assessments, however, are essential to help all stakeholders in the country have a common understanding of the media landscape and to build consensus on the challenges and needs, which can help direct the work of governmental and media development organizations in the sector. The MDI reports are also central tools used by UNESCO to develop its country strategy for the Communication and Information Sector and to guide its programming related to press freedom.
