Technical and Vocational Education and Training (TVET)

Recognizing the importance of TVET in the context of Bangladesh, UNESCO Dhaka provided support for quality improvement of TVET teachers in 2005 through training of 3000 teachers. In collaboration with ILO and MOE capacity building for TVET sub-sector analysis and programme preparation is on-going. Under this joint programme on TVET sub-sector analysis, the officials from MOE and DTE are being trained to conduct education sector analysis and prepare TVET sub-sector programme for Bangladesh. These officials are now better equipped to integrate the outcome of the three ongoing TVET projects- 1. Technical and Vocational Education and Training Reform in Bangladesh, 2. Skills and Training Enhancement Project and 3. Skills Development Project for producing quality graduates.  Since the government staff are transferred frequently, it’s been a big challenge to retain the capacity developed through these training activities at the organization level.

The country has identified that TVET will be one of the major areas for developing quality human resource to increase the productivity of the workforce. The focus priority areas are reviewing and strengthening TVET policies, systems and legislations at the central and decentralized levels, strengthening the capacity of key institutions (DTE, BTEB, BMET) which play important role in the management and quality assurance of TVET sector and  increasing access of underprivileged populations where UNESCO can provide further technical support.

As per the National Technical and Vocational Qualification Framework (NTVQF) ten trades of non-formal education were selected and the competencies were developed and field tested and ready for implementation at the National Technical and Vocational Qualification (NTVQ) level I. To cover all of the trades of NFE will be a big challenge where UNESCO can play an important role in the capacity building of the concerned agencies.
