LégislationThe legal instrument of the Commission is Decree no. 251/TTg, enacted by the Vietnamese Government on the establishment of the Commission. The Commission acts under the jurisdiction of the Ministry of Foreign Affairs and represents the Government.
Centre de documentationThe Commission has a library attached to the documentation section. Its operations have, however, been limited so far, in terms of material acquisition, minimum equipment and human resources. The library does however have free-standing computers (not networked). The Commission is planning to upgrade this documentation centre with a computerized and networked system and add a professional staff/librarian working for this computerized bibliographic information service. Nearly 1500 target groups/persons visit the Commission's library each year, including researchers, staff of Government Ministries and Institutions, students, etc.
Structure de la CommissionThe National Commission consists of the following bodies:
- The General Assembly,
- The Executive Committee,
- 5 Sub-Committees
- The Secretariat.
Membres/CompositionThere are 43 members in the Commission. The Commission has one general service staff who deals with administrative affairs
Comité exécutifIt meets twice a year . The Executive Committee comprises the President of the Commission and five Vice-Presidents :
- the Vice-Ministers of three Ministries,
- the Director-General of the Vietnamese News Agency,
- the Deputy Director-General of the National Centre for Social Sciences and Humanities).
They are appointed by the Prime Minister based on a recommendation put forth by the Ministry of Foreign Affairs, after its consultatoin with the Government, Ministries and Institutions concerned.
Assemblée généraleThe General Assembly of the Commission meets once a year. The Ministries of Foreign Affairs, Culture and Information, Education and Training, Science and Technology are represented. Also represented are the Vietnam News Agency and the National Centre for Social Sciences and Humanities, as well as eminent scholars and personalities in UNESCO's fields of competence.
The General Assembly holds plenary meetings once a year to review its activities and at the same time to work out programmes/plans of action/orientations for the ensuing period.
Comités ou sous-comitésFive standing sub-commissions on
- Education,
- Culture,
- Natural sciences,
- Social sciences, and communication.
Apart from those sub-Committees, the Commission has some working groups for special missions (specialized sub-committees) such as IOC, IIP, IGCP and so on, are set up to coordinate the relevant activities within national or international frameworks. The sub-commissions meet twice a year to review operations and recommend feasible plans of action for their respective fields of competence in the ensuing period.
Coopération avec l’UNESCO et d'autres Commissions nationales
Vue d'ensembleThe Vietnam National Commission maintains regular working relations with the Bureau of Hanoi and UNESCO Office of Bangkok and collaborates above all with the National Commissions of the Asia Pacific Region and Sub-Region.
