UNESCO Condemns Placement of Explosives at Kathmandu Schools काठमाडौँका विभिन्न विद्यालयहरुमा विष्फोटक पदार्थहरु राखिएकोप्रति युनेस्कोद्वारा निन्दा
Education is a basic human right.
UNESCO strongly condemns the planting of multiple Improvised Explosive Devices (IED) and suspicious objects near school buildings around the Kathmandu Valley, out of which three exploded in the early morning of 20 September 2016.
“It is unacceptable that schools are becoming targets of any form of violence, keeping children from attaining education, which is an essential human right,” said Christian Manhart, UNESCO Representative to Nepal. “Education is among the most crucial tools to create and maintain peace in a society. The incidents, no matter if the devices actually exploded or not, impose an atmosphere of anxiety and fear on children, parents and teachers. We can only imagine the severe impacts that such traumatizing experience will likely have on children’s school attendance and performance,” he added.
In a post-conflict society like Nepal’s, we must do everything in our power to move away from violent forms of protest, and find peaceful ways of expression and negotiation.
The provision of safe learning spaces is an indispensable part of achieving education. Putting the safety of children and teachers at risk, negatively affects access to and quality education, while throwing back any efforts of transforming a society through schooling in the blink of an eye.
UNESCO strongly urges all parties and citizens to respect schools as zones of peace.

काठमाडौँका विभिन्न विद्यालयहरुमा विष्फोटक पदार्थहरु राखिएकोप्रति युनेस्कोद्वारा निन्दा
काठमाडौँ उपत्यकाका विभिन्न विद्यालयभवनहरुको नजिक विष्फोटक पदार्थ तथा शंकास्पद वस्तुहरु राखिएको र ती मध्ये तीनवटा २० सेप्टेम्वरको विहानै विष्फोट भएको घटनाप्रति युनेस्को कडाशब्दमा निन्दा गर्दछ ।
नेपालका लागि युनेस्कोका प्रतिनिधि क्रिष्टियन म्यानहार्टले “विद्यालयलाई कुनैपनि प्रकारको हिंसाका लागि लक्षित गरिनु र बालबालिकाहरुको शिक्षाप्राप्त गर्न पाउने अत्यावश्यक मानवअधिकारबाट उनीहरुलाई बञ्चित गरिनु स्वीकार्य हुन सक्दैन” भन्नु भयो । वहाँले अगाडि बताउनु भयो, “समाजमा शान्ती कायम राख्नका लागि अन्य कुराहरु जस्तै शिक्षा सबैभन्दा महत्वपूर्ण कुरा हो । विष्फोट भए पनि नभए पनि विष्फोटक पदार्थका कारण बालबालिका, अभिभावक र शिक्षकहरुमा चिन्ता र डरको वातावरण सिर्जना हुन पुगेको छ । यसप्रकारको मानसिकरुपमा आघात पुर्याउने खालको अनुभवबाट हामी बालबालिकाहरुको विद्यालयमा सहभागिता र पठनपाठनमा नकारात्मक असर पर्ने कुराको मात्रै कल्पना गर्न सक्छौँ ।”
नेपाल जस्तो द्वन्द्वोत्तर समाजमा हिंसाजन्य विरोधहरुका क्रियालापहरु हुन नदिन र साथै अभिव्यक्ति र वार्तालापका शान्तीपूर्ण उपायहरु खोज्न हामीले सक्ने सबैप्रयासहरु गर्नु पर्दछ ।
शिक्षा प्राप्तीका लागि सिक्ने वातवरण सुरक्षित हुनु अपरिहार्य छ । बालबालिका र शिक्षकहरुलाई जोखिममा राख्नाले गुणस्तरीय शिक्षासम्मको पहुँचमा नकरात्मक असर पर्नसक्छ भने पढाइका माध्यमबाट थालिएका समाज रुपान्तरणका कुनै पनि प्रयत्नहरु क्षणभरमा नै भंग हुन सक्छन् ।
विद्यालयलाई शान्ती क्षेत्रको रुपमा सम्मान गर्न युनेस्को सम्बन्धित सवैपक्ष र नागरिकहरुसँग अनुरोध गर्दछ ।
