Policy Analysis and Monitoring
In accordance with its mandate, the Office of the Special Adviser on Africa (OSAA) conducts policy analysis and prepares policy papers and briefs on current, new and emerging inter-related issues of economic and social development in Africa.
The Office provides policy and programme advice on Africa on a wide range of issues pertaining to Africa's development and particularly as they relate to the implementation of the New Partnership for Africa's Development (NEPAD) sectoral priorities and the African Union’s Agenda 2063.
To that effect, OSAA conducts research and studies on enhanced international and UN support for Africa’s development and NEPAD, and prepares various Secretary-General’s reports, including on the UN Monitoring Mechanism.
The Office also provides substantive and technical support to, and participates, as required, in the deliberation of intergovernmental bodies, such as the General Assembly, ECOSOC, the Committee for Programme and Coordination (CPC) and other ad-hoc mechanisms on Agenda 2063 and NEPAD.
In order to implement its mandate, the Office works in close collaboration with:
- Member States,
- UN System entities,
- The African Union,
- The African Peer Review Mechanism Secretariat,
- The NEPAD Agency,
- The African Development Bank ,
- The Regional Economic Communities (RECs),
- Relevant civil society,
- Academia, and
- Private sector partners.
OSAA:
- Prepares major substantive reports,
- Convenes and chairs the Interdepartmental Task Force on African Affairs (IDTFA),
- Convenes regular high-level Expert Group Meetings (EGMs) and panel discussions,
- Organizes the annual Africa Week at the margins of the General assembly debate on the development of Africa at UN Headquarters in New York, and
- Monitors implementation of all international commitments toward Africa’s development by both traditional and emerging partners.
The Office participates actively in:

- NEPAD Heads of State and Government Orientation Committee meetings ,
- International conferences (Rio+20, Financing for Development, Least Developed Countries (LDC), Landlocked Developing Countries (LLDC), etc).
