Born in 1971 of Fijian nationality, Mr. Abel Caine holds a Bachelor of Commerce majoring in Information Systems from the University of Auckland (1993).
Abel is responsible for the Open Educational Resources (OER) programme area for the UNESCO Communication and Information (CI) Sector based at the UNESCO HQ in Paris, France. He is responsible for the development of a new, innovative UNESCO OER Platform which will offer selected UNESCO publications as OERs allowing stakeholders to freely copy, adapt, and share their adaptations. The Platform is expected to be launched late 2011.
Abel served as the Adviser for Communication & Information for the Pacific sub-regional Office in Apia, Samoa from 2005 to mid-2009. He was responsible for all of UNESCO's programmes and activities in communication and information for 17 Pacific Island member states and associate members. These members include: Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu and associate member Tokelau.
Prior to joining UNESCO, Abel served as the Assistant Manager Business Development for ITC Services, Ministry of Finance, Government of Fiji from 2001 to 2004. He was responsible for strategic IT planning including the formulation of a National ICT Policy, e-Government Strategy Plan, and securing significant donor funds and resources for implementation. All Ministries and Departments across Fiji are connected to a high-speed Government Network with e-mail and broadband internet access. Almost all Ministries maintain dynamic websites and over 70% of all civil servants have connected PCs and enjoy advanced ICT training. Mr. Caine represented the Fiji Government at the World Summit on the Information Society (WSIS) Phase 1 in Geneva, 2003.
Mr. Caine was very actively involved with multiple sports both as a player and administrator.
He is married to Registered Nurse Joshline Caine with three children: Lei-Ming, Joshua, and Aiden.
