Important step forward towards establishing ‘wise practice agreement’ in the White Sea Region

An important step forward towards establishing a ‘wise practice agreement’ through stakeholder dialogue has been recently made within the White Sea - Barents Sea field project (NW Russia). The project has been developing and implementing ‘wise coastal practices’ in the Kandalaksha coastal area through well established cooperation between the local administration, coastal users, local non-governmental organisations (NGO) and the assisting research organizations: the Department of Integrated Coastal Management at the St. Petersburg-based Russian State Hydrometeorological University (RSHU); and the Murmansk-based Knipovich Polar Research Institute of Fisheries and Oceanography (PINRO).

UNESCO regards wise practice agreements as mechanisms for managing conflicts over coastal resource use at the local level. Constant dialogue between coastal users with conflicting interests, the general public and decision-makers can ensure that jointly agreeable decisions can be reached. In line with this approach, on 5 May 2004 Mr. V. Golubev, Head of the Kandalaksha Regional Administration, issued a decree by which a permanent working group has been established that will promote the implementation of wise coastal practices in the Gulf of Kandalaksha (the City of Kandalaksha and territories around it). The working group consists of 14 members that represent the local administration, local and regional coastal users, environmental NGOs and research organizations (see summary for more details). The latter’s role is to facilitate informed and equitable stakeholder dialogue to explore possible solutions and help avoid the recurrence of conflict. Based on lessons learned, the working group aims to promote the Integrated Coastal Management approach through practical tools that can be applied to coastal dispute situations. In the longer term this should lead to the establishment of an “ethical code of practice” in the region.

О создании рабочей группы по содействию

развитию системы комплексного управления

прибрежной зоной Кандалакшского залива 

С целью организации эффективной работы в рамках Договора о сотрудничестве между администрацией муниципального образования г. Кандалакши и Российским государственным гидрометеорологическим университетом от 26 февраля 2003 г. № 28 и с учетом рекомендаций участников совещания рабочей группы при Администрации             г. Кандалакша по развитию системы комплексного управления прибрежной зоны Кандалакшского залива от 23 октября 2003 г.:

1. Создать рабочую группу по содействию развитию системы комплексного управления прибрежной зоной Кандалакшского залива согласно приложению.

2. Рабочей группе оказывать содействие в развитии системы комплексного управления прибрежной зоной Кандалакшского залива.

3. Контроль за исполнением данного распоряжения возложить на заместителя главы муниципального образования г. Кандалакши Иванова А.Н.
