10.1 Creation of the network

In the framework of the UNESCO project "Urban Development and Freshwater Resources: Small Coastal Cities", the municipalities of Essaouira, Saint-Malo, Alghero, Sciacca and Licata, Saïda, Esbjerg, Odense, Omisalj, Kotor and Taglio di Po signed, on the 26th of November 1997, a letter of intent on co-operation in the creation of a network of small and medium coastal towns.


Within the priorities defined by the UNESCO seminar (Essaouira, 24-26 November 1997) and the Steering Committee of the UNESCO project

"Urban Development and Freshwater Resources: Small Coastal Cities"

The co-signatory municipalities, taking into account:

  1. the fact that the management of natural resources cannot be isolated from socio-economic problems, and that the towns and surrounding rural areas must considered as a whole
  2. that the good management of local resources of fresh water is indispensable to the sustainable and balanced development of small coastal towns
  3. that tourism is an important factor in development, as a new source of income
  4. that the strengthening of the technical structures of the municipalities, their staff and their means must be considered a priority objective,

undertake to promote co-operation amongst the municipalities of the same size, exposed to problems in common, having cultural and historical similarities, with a view to substantially improving the living conditions of the inhabitants, and undertake also to promote the revitalization of historical town centres with marine waterfronts, to support traditional activities related to fishing, tourism, handicrafts, to enhance the socio-cultural identities of the communities, to ensure sustainable and balanced development of their towns for future generations.

This co-operation will be supported by UNESCO in the fields of training, especially of the young and of women, of sensitization of the town activators, of the establishment of scientific data banks on the problems encountered, for the creation of an Internet site "Small and medium coastal towns". The towns chosen for pilot case studies will be supported on the ground by the Regional Offices of UNESCO in the search for technical and financial assistance in the implementation of the operational projects.

The municipalities mentioned herebelow, by their signatures, express their intention to co-operate in the creation of a Network of Small and Medium Coastal Towns, under the ægis of UNESCO and call on the Organization to ensure the follow-up through the Steering Committee of the project "Urban Development and Freshwater Resources: Small Coastal Cities".

Co-operation Agreement between Essaouira and Saint-Malo

In the framework of the UNESCO project "Urban Development and Freshwater Resources: Small Coastal Cities", the municipalities of Essaouira and Saint-Malo signed, on the 26th of November 1997, in the presence of Monsieur Amin Belcadi, Governor of His Majesty the King in the Province of Essaouira and the representative of UNESCO in Morocco, a letter of intent on co-operation in the creation of an exchange and co-operation programme.

having in mind the need to promote strategies for urban development incorporating the recommendations of the Global Environment Summit (Rio, 1992) and of the Global Habitat Summit (Habitat II, 1996), namely:
  • the sustainable management of water resources for towns and their surrounding rural areas
  • the protection of the natural coastal environment
  • the improvement in the living conditions of the inhabitants, especially in the historic town centres on a marine waterfront
  • the support for micro-activities related to tourism, handicrafts, and traditional habitat construction
  • the promotion of international socio-cultural activities
  • the promotion of innovative local initiatives with women and young people to sensitize the population to the necessity of protecting their urban environment and their water resources
  • the protection of the environment of the coastal zone, especially against land-based sources of pollution
  • integrated management of the inhabited coastal zone and the application of protection measures to avoid or limit degradation of the shoreline and coastal erosion,

to make of their town a lasting natural and social ecosystem,

decide to elaborate jointly a programme of exchange and co-operation

in the fields of mutual interest to be defined on the basis of the recommendations of the Summer University of Essaouira (September 1997) and of the UNESCO seminar "Urban Development and Freshwater Resources: Small Coastal Cities" (November 1997).


10.3 Co-operation agreement between Essaouira and Alghero

In the framework of the UNESCO project "Urban Development and Freshwater Resources: Small Coastal Cities", the municipalities of Taglio di Po, Italy, and Omisalj, Croatia, signed, on 26 November 1997, in the presence of the representative of UNESCO in Morocco, and the representative of the UNESCO Office in Venice, a letter of intent on co-operation in the creation of an exchange and co-operation programme.

This co-operation programme will deal with themes of mutual interest, as:

  • the study, the protection, and the enhancement of the cultural heritage, material and immaterial
  • the integrated management of water (supply, treatment, drainage and epuration)
  • the study, protection, and the enhancement of the natural heritage, through education and the sensitization of all the societal activators in the field of development
  • the development of a lasting tourism, along several lines (sea bathing, culture and ecology)
