Creating the Information Commons for e-Science: Toward Institutional Policies and Guidelines for Action
An International Workshop
This international workshop aimed to promote development of institutional policies and guidelines for action at the national and international levels for creating the “information commons” for e-science, pursuant to the following tasks:
1. Review the opportunities and challenges for realising the potentialities of global collaborative e-science on the emerging "cyber-infrastructure."
2. Review government and university mechanisms for managing publicly funded scientific information in the digitally networked research environment in the United States, in the European Union, and in selected developing countries, with a view to identifying key problems and procedural solutions that could serve as models for adoption by the broader research community.
3. Identify and analyze the institutional, economic, policy, and legal benefits and drawbacks in providing public access to and unrestricted use of publicly-funded scientific information.
4. Based on the Workshop proceedings in addressing tasks 1-3 above, the participants (from government science agencies, universities, publishers of scientific journals and databases, and non-governmental organisations and foundations supporting scientific research) would be able to put forward resolution(s)/recommendations for consideration by their respective organisations -- furthering the development of institutional policies and guidelines for action enabling the scientific community to more effectively utilize publicly-funded scientific data and information.
