Type of Institution:
The aim of the Foundation, established in 1996, was to assist Estonian socio-economic development in preparation for EU integration through the implementation of its programmes in the area of human resource development. Till December 31, 2003, the Foundation was managed by a 12-member Board, which included representatives from the Ministries of Education, Social and Economic Affairs, Chamber of Commerce and Industry, vocational education institutions, Association of Estonian Construction Entrepreneurs and other organisations.

The Foundation was reorganised and renamed as the Foundation for LLL Development Innove from January 1, 2004. The mission of Foundation is to offer experience, advice and support to the organisations promoting VET and LLL, and to the learning members of society. The Board today incorporates 5 members who represent the ministries of Education and Research, Social Affairs, and Economic Affairs and Communication.

The Foundation supports innovation within the HRD system through various programmes, projects and interventions including:

1. EU PHARE Programme
2. Estonian National Observatory
3. Leonardo da Vinci Programme
4. Estonian Business Education Programme
5. National Resource Centre for Guidance / Euroguidance Estonia (NRCG)
6. EU Structural Funds Unit
