The-end-of-the-school-day.jpgProgress has been made towards gender parity in enrolment at primary and secondary levels in all regions over the last ten years. However, the record differs quite strongly between countries. Although for many the goal is now within reach, at current rates of progress a large minority of countries will not achieve gender parity at primary and secondary levels by 2005. This chapter identifies the most important factors that continue to hinder progress. The task of achieving gender equality in education at all levels by 2015 is more profoundly challenging. There has been little attempt to further define this goal. Accordingly, this chapter examines what is meant by ‘gender equality in education’, identifying constraints to its attainment and providing a basis for the policy analysis in Chapter 4.
