Official launching events are held in different parts of the world. They draw attention to important issues and help to get the message across.

Availability of French edition ensures wider dissemination of GMR results

UNESCO headquarters will host the launching of the French language version of the GMR 2006, Literacy for Life, on the afternoon of 25 April. Nicholas Burnett, report director and Nicole Bella, policy analyst, will present the key findings, highlighting literacy as the basis for achieving Education for All. Special guests include Alain Bentolila, professor of linguistics at the Sorbonne and advisor on literacy to the French Government; Maria Diarra Keita, director of Mali’s leading institute for alternative education, particularly for women; and Sandrine Boucher of the French Ministry of Foreign Affairs, who will speak on Millennium Development Goals and aid to education.

India launch highlights policy issues and stakeholder participation

Key findings of the 2006 Global Monitoring Report were the basis of a two-day seminar organized by the UNESCO office in New Delhi, India, on 18 and 19 April 2006 for a broad range of decision-makers. The seminar focused on emerging challenges, innovative solutions and future policy options.

ADEA Biennale highlights policy dialogue on schools, literacy and ECD in sub-Saharan Africa

In a continent where less than 60% of the total adult population cannot read and write with understanding, education ministers from over 40 countries will discuss strategies for addressing the quality of schools, literacy and Early Childhood Development (ECD) more effectively during a meeting organized by the Association for the Development of Education in Africa (ADEA) from 27-31 March 2006 in Libreville, Gabon

The theme for this year’s biennial meeting is: Effective learning, and effective education and training. Nicholas Burnett, director of the Education for All Global Monitoring Report, will present the main findings of the 2006 edition, “Literacy for Life,” during the opening session. Despite progress, most countries will find it difficult to reach the EFA adult literacy target of reducing current levels of illiteracy by 50% by 2015. Of the thirty countries at serious risk of not achieving this goal worldwide, half are in sub-Saharan Africa.

His presentation will focus on a three-pronged strategy for literacy to:
• achieve good quality universal primary education
• scale up literacy programmes for youth and adults
• enrich literate environments
Representatives of UNESCO’s recently launched Literacy Initiative for Empowerment (LIFE) will also participate in workshops focusing on innovative practices in literacy across the region.

ADEA is a network of ministries of education, development agencies, education specialists and NGOs. It focuses on developing partnerships between ministers of education and funding agencies in order to promote effective education policies based on African leadership and ownership.

Ireland’s experience and NGOs are highlighted at 2006 launch

Development Cooperation Ireland and the Irish Coalition for the Global Campaign for Education are hosting a national launch and seminar for the 2006 Global Monitoring Report, Literacy for All. It is being held at Bishop’s Square, Redmond’s Hill, Dublin 2, from 9:00 am to 1:15 pm on Thursday March 2, 2006.

Conor Lenihan, Minister of State at the Department of Foreign Affairs with special responsibility for Overseas Development and Human Rights will give the opening address, followed by a presentation of Report findings by Nicholas Burnett, Director of the Global Monitoring Report Team at UNESCO.

A response from the Global Campaign for Education follows, by David Archer, Head of Education, ActionAid International.

Ending the morning’s events is a two-hour panel and open-floor discussion. Panel topics include:
• Adult education in Uganda, with Stellah Keihangwe Tumwebaze of LITNET (Literacy Network for Uganda
• The role of literacy in promoting quality in primary education, with Cathal Higgins
• Adult literacy: The Irish experience, with Helen Ryan of the National Adult Literacy Agency (NALA)

David Joyce of the Irish Coalition Global Campaign for Education will make the closing remark.

The launch of the 2006 EFA Global Monitoring Report at the UNESCO Addis Ababa Cluster Office on 2 December 2005 was attended by some 80 participants from the Federal Government, represented by the State Minister Mr Fouad Ibrahim; the 11 Regional Education Bureaus; the Education donor group; UN Agencies, Embassy staff, Education Sector NGO network members, Africa Union and ECA.

The panel discussion was chaired by the country Director of UNICEF and included a brief historical background by Mr Awad Elhassan, Dir/ADI, and a statement from the Education donor group.

The launch was timely because on 9 December the Federal Government is launching its 5 year strategic EFA plan, called ESDDP III-Education sector development program III. The launching of the 2006 Global Monitoring Report, Literacy for Life, provided the international background context against which Ethiopia must perform and has highlighted the need for partnership and coordinated interventions. The official ceremony was followed by a reception and participants received copies of the Report along with a T-shirt to mark the occasion.

Nicholas Burnett, Director of the Education for All Global Monitoring Report, will present the 2006 edition to an afternoon meeting of German education and development experts at the German Federal Ministry for Economic Cooperation and Development. This Working Group for education in development includes representatives of the various German bilateral agencies (GTZ), KfW, InWEnt) as well as NGOs like German Agro Action.
