Organization of the Consultation

Language: The outline will be posted in English, French and Spanish. The online-consultation will be based and moderated in English, but interventions can be made in other languages (French and Spanish). In that case individual interventions will be posted and reviewed in the language in which they are submitted. They will not be translated into English.

Duration: The electronic consultation will run for 3 weeks from 28 November to 16 December 2005.

Participants: Approximately 1500 individuals have been invited to participate in the online consultation, and we encourage those who receive notice of it to inform their development partners who might have valuable contributions to make. The participants’ list will be available online.

Registration will be available from 28 November 2005 on the EFA Global Monitoring Report website. " Registration tips"

How to comment: We welcome comments on individual chapters and on the outline as a whole. If you are commenting on individual chapters, please go to the relevant topic. Otherwise, you can submit your views to the topic entitled “Overall comments”.

Objectives: The objectives of the consultation are to:

- Further promote dialogue on and input to the special theme for the Education for All Global Monitoring Report 2007, Early Childhood Care and Education (ECCE);

- Comment, critique and add to the draft outline for the 2007 Report;

- Bring into the arena material that will enlarge our understanding of ECCE;
- Share knowledge with a range of actors in the development community;

- Build further on the collective ownership of the GMR;

- Increase the visibility of the GMR by connecting and consulting with others.

The issues and “recommendations” stemming from the online consultation will impact upon the development of the EFA Global Monitoring Report 2007.

Agenda:

• 18 November 2005: English version of the 2007 Report outline posted on the web and announcement sent to participants; (French and Spanish versions of the outline posted as soon as they are translated)

• 28 November 2005: Launch of the e-consultation;

• 5 December 2005: Summary of the first week of discussions posted online;

• 12 December 2005: Summary of the second week of discussions posted online;

• 16 December 2005: Concluding remarks from the moderator posted online and Closing of the consultation;

• 6 January 2006: Final report of the online consultation posted online.
