HIV/AIDS, Education and Health Security in Africa.

Objectives
  • The purpose of the Chair shall be to promote an integrated system of research, training, information and documentation in the field of HIV/AIDS, Education and Health Security in Africa.
  • It will serve as a means of facilitating collaboration between high-level, internationally recognized researchers and teaching staff of the University and other institutions in United Kingdom and elsewhere in Europe and North America, and in other regions of the world.

The specific objectives of this Chair are:
  • I A. To assess the impact of the securitisation of HIV on aid, policy and education health interventions specifically associated with humanitarian and poverty driven human security approaches to combat the disease in Africa; B. To build a picture of both donor agency (government, international and civil society) and recipient country assessments of the current shape of security driven HIV policy;
  • II. Empirical Investigation: To provide the first comprehensive empirical investigation of the major claims made about HIV’s links with security;
  • III. A. To engage in dialogue with Universities/research institutes in Africa, especially South Africa, to further the understanding and exchange ideas; B. To contribute to policy discussions in the West and in Africa on the relationship between HIV/AIDS, education and health security, including aid agencies; C. To contribute to the capacity in Wales for examining health as an international issue, both through support for the new Health Academy Wales, and via linkages with South African universities and NGOs; D. To establish UWA-based scholarships and taught programme in HIV and Security with a particular South African focus.
  • These objectives shall be done in a closer link to UNESCO’s strategic areas of action and existing frameworks and initiatives. Notably, UNESCO undertakes its work in the context of a broader move towards universal access to prevention programmes, treatment, care and support, with priority attributed to education sector responses to HIV and AIDS; and suggested partnerships shall be significantly strengthened, particularly in the South and including South-South partnership. The Chair will need to engage UNAIDS Cosponsors to ensure a broad-based and consultative process with the relevant stakeholders.
